9. PETITIONS
9a. By the Great River Corvette Club and Muddy River Riders groups requesting to hold
their Salvation Army “Angel Tree Parade” on December 13, 2025, starting at 11:30 a.m. The
parade will leave Smith Brothers, 5101 Oak Street and proceed down Broadway to the
Salvation Army Kroc Center. They request the parade be escorted by the Quincy Police and
Tri Township Fire Department. Wards 3, 7

10. REPORTS OF THE TRAFFIC COMMISSION
10a. Recommending that the referral for a mid-block crosswalk on Vermont Street between
4th and 5th Street be denied. Ward 7
10b. Recommending that the referral for the installation of a streetlight on Maple Street
between 4th and 5th Streets be granted, and Ameren be notified of the request. Ward 1
10c. Recommending that the referral for the installation of “Yield” signs at the intersection
of 17th and Cedar Streets be denied. Ward 1

15a. Chief of Police recommending approval to purchase 30,000 rounds of Winchester
9mm and 22,000 round of 5.56mm ammunition from Ray O’Herron, Danville, IL in the amount
of $15,842.00 for critical training sessions for our officers.
15b. Truth in Taxation Resolution.
15c. Truth in Taxation Resolution – SSA (Special Service Area)
15d. Public Works Director and Utilities Committee recommending approval to purchase
9,200 lbs. of polymer in the amount of $20,775 from Hawkins, Inc of Roseville MN for the
treatment of wastewater and dewatering of biosolids.
15e. Public Works Director and Utilities Committee recommending approval to purchase
twenty (20) tons of ammonium sulfate at $1,081 per ton, from Brenntag Mid-South of St. Louis,
MO, for the treatment of drinking water.
15f. Public Works Director and Utilities Committee recommending approval to purchase a
hydraulic breaker in the amount of $15,500 from Luby Equipment of Quincy, IL, for the repair
and maintenance of underground water and sewer infrastructure.
