7a. By Quincy Notre Dame Football Committee requesting permission to conduct a raffle
and have the bond requirement waived from May 25, 2026 through July 18, 2026. The City
Clerk recommends approval of the permit.
7b. Special Event Application from Father Steve Arisman on behalf of the Diocese of
Springfield requesting permission to hold a press conference announcing the kickoff of the
fundraising campaign for the Shrine of Fr. Augustus Tolton from 11:30 a.m. to 1:30 p.m. on
April 29, 2026 at the First Mid Bank & Trust Plaza located on Maine St between 6th and 7th
Streets (directly west of St. Boniface Church). They request the closure of the following alley,
6th to 7th Streets, Maine to Hampshire Streets, on the date of the event and the City provide
barricades. The Police Department recommends approval of a Live Entertainment/Public
Gathering License and for the use of loudspeakers during the event. The applicant has
submitted all required documentation and approval is recommended by the Department of
Utilities & Engineering. Ward 7.
8. REPORT OF THE TRAFFIC COMMISSION
8a. Recommending that the referral to install a streetlight on property located at 1701
Cherry Lane be granted and that Ameren Illinois be notified of the additional lighting request.
The streetlight shall be located directly across from the west driveway of 1716 Cherry Lane.

9. RESOLUTIONS
9a. Chief of Police, IT Director, and Joint Fire/Police Aldermanic Committee recommending
approval to purchase twenty-three Dell Rugged laptops and accessories from Virtuit Systems,
Nanuet, NY, in the amount of $80,501.86, for police squad cars.
9b. Public Works Director and Engineering Manager recommending approval of the bid for
concrete from Bleigh Ready Mix the amount of $201,460 and patching material from Diamond
Construction Company in the amount of $47,700 for maintenance of streets and sidewalks
9c. Resolution In Support Of Healing Illinois Grant.
9d. Resolution in Support of Nominating New Opportunity Zones.
10. ORDINANCES
10a. Adoption Of An Ordinance Entitled: An Ordinance Adopting The Annual Operating
Budget For The City Of Quincy Illinois, For The Fiscal Year Ending April 30, 2027, as
amended.
