8a. Application for a Waiver of Liquor Ordinance by Uncle Bobs Bar, 1301 N 12th St, to
serve liquor outside licensed premises for a private birthday party in their parking lot on June
6th from 12:00 p.m. to 10:00 p.m. The Quincy Police Department has given their approval.
Ward 1
8b. Adams County Ambulance requesting permission for two helicopters to land at the
Prairie Crossing Shopping Center, south side of 61st and Broadway and east of the VA Clinic,
on May 17, 2026, from 12:00pm until 3:00pm for the annual EMS Day. Proper personnel will
be on site for landing and departure, as well as the property safety equipment. Police cars, fire
trucks, ambulances, and other emergency vehicles will be at this event. Ward 3.
9. MAYOR'S APPOINTMENT

10. RESOLUTIONS
10a. Human Resources Director recommending the updated handbook be implemented to
the employees of the City of Quincy.
10b. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of a payment for $10,000.00 to Diamond Construction Company for
the 2024 Alley and Capital Improvements Project that was approved by City Council on
October 28, 2024.
10c. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of a bid in the amount of $182,536.40 from A.C. Pavement Striping of
Elgin, IL for the North 2026 Micro-Surface and Cape Seal Improvements Project which
includes the treatment and sealing of pavement surface to extend the life of the pavement.
10d. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of a quote in the amount of $23,964.70 from Brown Electric Company
of Quincy, IL for the furnishing and installation of four (4) streetlight poles throughout the city of
Quincy.
10e. Public Works Director and Central Services Committee recommending approval of a
quote in the amount of $31,770.00 from Brown Electric Company of Quincy, IL for the
recycling sites electrical improvements at the recycling drop-off locations.
10f. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of a bid in the amount of $667,874.50 from Hood Construction of
Rushville, IL for the N 13th and Cherry St Improvements Project which includes new asphalt
pavement, construction of storm sewer, replacement of watermain, new curb, gutter and
sidewalk, and parking improvements.

12a. Public Works Director and Central Services Committee recommending approval of a
quote in the amount of $409,365.00 from Key Equipment and Supply Company of St. Louis,
MO for the purchase of an automated, side-loading waste-collection truck to increase
productivity and reduce the risk of injury for Central Services staff.
