10a. Special Event Application from Gem City Concert Series to hold a concert on
Saturday, May 16, 2026, from 5:00 p.m. to 11:00 p.m. in downtown Quincy. The closures of
Maine St., 4th to 5th Streets, alley adjacent to 129 South 4th St., and Newcomb Lot, 400
Maine St. from 12:00 p.m. (noon) on Friday, May 15th through 12:00 p.m. (noon) on Sunday,
May 17th and the City provide barricades are requested. “No Parking” signs are requested on
both sides of Maine Street between 4th and 5th Streets on the morning of Friday, May 15th.
The waiver of liquor ordinances to allow for the consumption and possession of liquor on a
public street or lot, permitting open liquor to leave the licensed premises, and selling of liquor
outside the licensed premises are requested. The Live Entertainment/Public Gathering
License has been approved. Permission to assemble a stage for live entertainment on Maine
St. near the City-owned Newcomb lot is requested. Approval for the assembly of the stage is
recommended pending an inspection by the Quincy Fire Department. The applicant has
submitted all required documentation, and approval is recommended by the Department of
Utilities and Engineering. Ward 7.
11. REPORT OF THE ZONING BOARD OF APPEALS
11a. Recommending approval of the variance to allow for the installation of a projecting
sign at 116 North 3rd Street. The projecting sign as requested would be 45 square feet. Ward

12. REPORTS OF PLAN COMMISSION
12a. Recommending approval and the drafting of an ordinance for a Special Permit for
Planned Development to obtain a liquor license to operate video gaming terminals at 1002
North 24th Street with the condition that the City Council waive Chapter 162.030 that states
the sale of alcoholic beverages may not be located within 500 ft. of any pre-existing district
use for the sale of alcoholic beverages, and not-for-profit school, community college, college or
other similar educational institution, any church or other place of worship, any residentially
zoned areas, any building used by the United States, the state or any unit of local government,
or any parks or playgrounds. Ward 3.
12b. Recommending approval and the drafting of an ordinance for a Special Permit for
Planned Development to allow for the construction and operation of a 2.99 MWac commercial
solar energy facility at 2011 North 24th Street and two contiguous properties with two
conditions: (1) That the project complies with the requirements of City Code Chapter 164
(Commercial Solar Energy Facilities). (2) That the petitioner be allowed to install solar panels
along the route of the proposed eastern expansion of Seminary Road as shown in the 2014
Major Streets Plan. Outside City Limits near Ward 3.
12c. Recommending approval of a request to subdivide property (one lot to two lots) at
5200 Columbus Road to allow for the sale of an approximately 1,650 square foot lot to a
neighboring property owner under the “small tracts” provision of the subdivision ordinance.

12d. Recommending approval and the drafting of an ordinance for a Special Permit for the
construction of a parking lot at 1626 College Avenue with the condition that the City Council
waive the requirements of City Code Chapter 162.091(I) that states that in the residential
districts and in commercial and industrial districts within 50 feet of a residential district, no
parking spaces may be located in a front yard. Ward 2

12e. Recommending approval and the drafting of an ordinance for a Special Permit for the
use of an existing building at 5200 Columbus Road as storage for commercial equipment and
materials with two conditions: (1) That any vehicles or trailers parked on the property must be
parked on a dust-free, hard surface such as concrete, asphalt or oil/chip. (2) That any
materials/equipment stored outside of the building must be stored within a sight-proof fence.

12f. Recommending approval of a Special Use permit to allow for the operation of an
automotive repair business at 426 State Street. Ward 7.
13. RESOLUTIONS
13a. Chief of Police recommending approval to pay the tuitions of Officers Farha and
Kurfman who attended the basic law enforcement training academy at the Police Training
Institute, Champaign, IL in the amount of $16,354.00.
13b. Information Technology Director and City Comptroller recommending approval of the
quote from CentralSquare Technologies, Inc. in the amount of $15,840.00 for the upgrade,
support, and training of Cognos.
13c. Inspection and Enforcement Director, Operations Director, and the Chairman of the
Central Services Committee recommending approval of a one-year agreement with iWorQ
Systems, Inc. for a permit management and code enforcement software services in the
amount of $17,000.
13d. Public Works Director and Utilities Committee recommending approval of the invoice
in the amount of $15,189.84 from Gateway Industrial Power of Quincy, IL for the repair of a
diesel-powered generator at Water Treatment Plan.
13e. Public Works Director and Utilities Committee recommending approval of the proposal
from Mississippi Lime Company of Kansas City, MO for the furnishing and delivery of lime at
the cost of $401.33 per ton, for the treatment of drinking water at the Water Treatment Plant.
13f. Public Works Director and Utilities Committee recommending approval of the invoice
in the amount of $24,731.70 from LCL Farms, Incorporated of Keokuk, IA for the hauling and
land application of biosolids.
13g. Public Works Director and Utilities Committee recommending approval of the invoice
in the amount of $22,182.60 from Hawkins, Inc. of Roseville, MN for the purchase of polymer.
13h. Public Works Director and Utilities Committee recommending approval of the quote
from Midwest Meter, Inc. of Edinburg, IL in the amount of $25,575 for the purchase of a 10-
inch water meter for the installation of a new water service.
13i. Public Works Director and Utilities Committee recommending approval of the proposal
in the amount of $29,700 from Sustainable Generation, LLC of St. Petersburg, FL for a six (6)
month demo equipment lease and on-site equipment testing services of Composting Pilot at
the Waste Water Treatment Plant.
