By Law Enforcement Torch Run for Special Olympics, requesting a run on June 9th beginning at 10:15 a.m. at St. Dominic School, 4100 Columbus Rd, going east to 48th St., then south to Transitions, 631 N. 48th St. A squad car will lead the run, and another will follow the runners throughout the route. Ward 3 7b. Applications for Live Entertainment/Public Gathering license and Waiver of Liquor Ordinance for a Mayfest event on May 30, 2026, from 12:00 p.m. to 10:00 p.m. on the east parking lot located at 931 York. The Quincy Police Department has given their approval on both requests. Ward 7 7c. Revocable Permit for Encroachment of City right-of-way from Nick Smith requesting permission to install three (3) balconies and an overhead sign above right-of-way at 116 N 3rd St. The Engineering Manager presents this request subject to six conditions. Ward 7 8. RESOLUTIONS 8a. Director of Human Resources recommending approval of the resolution authorizing municipal insurance cooperative agency (MICA) insurance annual premium. 8b. Chief of Police and Joint Fire/Police Aldermanic Committee recommending approval to apply for the 2026 Law Enforcement Mental Health and Wellness Act Grant award. 1 8c. Chief of Police and Joint Fire/Police Aldermanic Committee recommending approval of the yearly invoice in the amount of $42,900.24 to be paid to Caliber Public Safety, DBA InterAct Public Safety Systems, Chicago, IL for Mobile Data Computer Communications System which allows for the transmission of data from the patrol cars to the 911 Emergency Dispatch Center. 8d. Director of Planning and Development recommending approval of the resolution supporting grant application to round 3 Of Illinois housing development authority s strong communities program. Chief of Police and Joint Fire/Police Aldermanic Committee recommending approval to purchase 18 less-lethal Mossberg 590A1 shotguns from Research and Testing Worx, Inc, Mt. Morris, IL, for $13,020.56 to promote public safety while temporarily incapacitating a subject. 9b. Public Works Director, Director of Engineering, and Central Services Committee recommending approval of the bid in the amount of $727,464.95 from D&L Excavating of Liberty, IL for the North 14th St, Sycamore to Locust Reconstruction Project. Ward 1 9c. Public Works Director, Director of Engineering, and Central Services Committee recommending approval of the bid in the amount of $1,353,078.55 from Rees Construction of Quincy, IL for the Kentucky St, South 16th to South 18th St Improvement Project. Ward 4 10. ORDINANCES 10a. Adoption of an Ordinance Entitled: An Ordinance Amending Chapter 112 (Amusements) Of The Municipal Code Of The City Of Quincy. (Number of Video gaming terminals allowed.) 10b. Second Presentation of an Ordinance Entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Gaming parlor at 1002 N 24th St). Ward 3 10c. Second Presentation of an Ordinance Entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Commercial solar energy facility at 2011 N 24th St). Outside City Limits near Ward 3 10d. Second Presentation of an Ordinance Entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Parking lot at 1626 College). Ward 2 10e. Second Presentation of an Ordinance Entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Storage of commercial equipment and materials at 5200 Columbus Rd).
