Order of Business
The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the
meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items
for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any
time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but
may be heard later.

No action may be taken on a matter raised under general public comment until the matter is included on a
subsequent agenda as an action item.
Pursuant to NRS 241, those wishing to submit public comment may do so through the online public comment form

433-4491 or at the meeting during virtual public comment. Public comment is limited to three (3) minutes per

B. Business Items
B.1 TXT21-00004 Tree Protection Ordinance (Information Item Only) – Presentation,
questions, and community input regarding an ordinance change to update tree protection,
installation and maintenance standards within Reno Municipal Code Title 18 (Annexation
and Land Development) and Chapter 8.32 (Trees and Shrubs). This is expected to include
updates to related processes and procedures. Draft language and more information about
the project are available at www.reno.gov/trees. Following a presentation by staff, NAB
members and the public will have the opportunity to ask questions about the code
amendment and provide feedback.
The NAB will not take any action. NAB members and the public are encouraged to provide
input via the online comment form available from www.reno.gov/trees. Comments
submitted via this form will be provided to the City’s decision-making bodies for their
consideration during the review process.
B.2 Discussion of Climate Resiliency and Infrastructure Priorities (Information Item
Only) – A conversation about climate resiliency and infrastructure needs in Ward 1
B.3 Presentation, update and discussion regarding the One Truckee River Management
Plan, including the river restroom project and vegetation management plan
(Information Item Only) – Presentation by Iris Jehle-Peppard, One Truckee River

B.4 Development Projects (Information Item Only) – Following presentations by the
project’s developer or representative, NAB members and the public will have the
opportunity to ask questions about the project and provide feedback. The NAB will not
take any action on development projects. NAB members and the public are encouraged to
complete the development project review form with their input. All development project
review forms submitted to the community liaison at the NAB meeting or via the online form
will be submitted to the Reno Planning Commission for consideration in the development
review process. City of Reno Planning staff will be available for questions but will not
provide project presentation
B.4.1 Jacobs Glow Plaza and Festival Area (LDC22-00038) – A request has been
made for a conditional use permit to allow “Amusement or Recreation, Outside”
and “Live Entertainment” land uses to facilitate outdoor festivals, concerts,
recreation, and events. The ±2.32 acre site is located on seven parcels generally
located south of West 4th Street, east of Washington Street, and ±200 feet west of
Ralston Street. The site is zoned Mixed-Use Downtown – Northwest Quadrant
(MD-NWQ) and has the Downtown Mixed-Use (DT-MU) Master Plan land use
designation.
B.4.2 Riverpoint at Idlewild (LDC22-00039) – A request has been made for a: 1)
tentative map to develop a) 120 residential condominiums, and b) 92 non-
residential condominiums; and 2) a conditional use permit to develop more than
100 residential attached units in the Multi-Family – 30 units per acre (MF-30) zone.
The ±5.59 acre site is located north of Idlewild Drive ±352 feet west of its
intersection with Foster Drive. The site is within the MF-30 zone and has a Master
Plan land use designation of Multi-Family Neighborhood (MF).
B.4.3 Booth Street Rezoning (LDC22-00042) – A request has been made for a zoning
amendment from Neighborhood Commercial (NC) to Mixed-Use Suburban (MS).
The ±0.47 acre site is located on the northeast corner of the intersection of Foster
Drive and Booth Street. The site has a Suburban Mixed-Use (SMU) Master Plan
land use designation.
B.4.4 Coral Academy Rezoning (LDC22-00044) – A request has been made for a
zoning map amendment from Neighborhood Commercial (NC) to Specific Plan
District (SPD). The ±2.95 acre project site is located northwest of the intersection
of Reno View Drive and Sky Mountain Drive. The site has a Master Plan land use
designation of Suburban Mixed-Use (SMU).
