same time it is provided to the public body.
Order of Business
The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the
meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items
for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any
time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but
may be heard later.
Public Comment
In-Person
A person wishing to address the public body shall submit a “Request to Speak” form to the presiding officer. Public
comment, whether on items listed on the agenda or general public comment, is limited to three (3) minutes per
person. Unused time may not be reserved by the speaker, nor allocated to another speaker. No action may be
taken on a matter raised under general public comment until the matter is included on an agenda as an item on
which action may be taken. The presiding officer may prohibit comment if the content of comments is a topic that is
not relevant to, or within the authority of, the public body, or if the content is willfully disruptive of the meeting by
being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or amounting to personal attacks or
interfering with the rights of other speakers. Any person making willfully disruptive remarks while addressing the
public body or while attending the meeting may be removed from the room by the presiding officer, See, NRS 241
and the person may be barred from further audience before the public body during that session. See, Nevada
Attorney General Opinion No. 00-047 (April 27, 2001); Nevada Open Meeting Law Manual, § 8.05.
Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling,
name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault,
battery, or any other acts intended to impede the meeting or infringe on the rights of the public body or meeting
participants.

B. Business Items
B.1 Watt Street Neighborhood Street Rehabilitation Update (For Information Only) - Public
Works, City of Reno.
B.2 Development Projects - (Discussion Item Only) Following presentations by the project’s
developer or representative, NAB members and the public will have the opportunity to ask
questions about the project and provide feedback. The NAB will not take any action on
development projects. NAB members and the public are encouraged to complete the
development project review form with their input. All development project review forms
submitted to the community liaison at the NAB meeting or via the online form
(https://goo.gl/cLVC08) will be submitted to the Reno Planning Commission for
consideration in the development review process. City of Reno Planning staff will be
available for questions but will not provide project presentation
B.2.1 LDC23-00015 TCA Mae Anne Multi-Family - A request has been made for a
conditional use permit for: 1) the establishment of a 200 dwelling unit multi-family
residential development and; 2) grading resulting in cuts exceeding 20 feet in depth and
fills exceeding 10 feet in height. The subject site is a ±13.92 acre portion of the 24.51
parcel which is generally located 1,200 feet west of the Robb Drive interchange on the
south side of Interstate 80 (I-80). The site has a zoning designation of General
Commercial (GC) with the McQueen Neighborhood Planning Overlay (MQ) and a Master
Plan land use designation of Suburban Mixed-Use (SMU).
B.2.2 LDC23-00016 TCA Leroy Street - A request has been made for: 1) a tentative
map to develop a 16 lot single-family residential detached subdivision and; 2) a major site
plan review for cluster development. The project is located on a ±6.64 acre portion of the
10.14 acre site which is generally located 500 feet west of the intersection of Mae Anne
Avenue and Leroy Street directly adjacent to Interstate 80 (I-80). The site has a zoning of
Single-Family Residential - 3 dwelling units per acre (SF-3) and General Commercial (GC)
and Master Plan land use designations of Single-Family Neighborhood (SF) and
Suburban Mixed-Use (SMU).
B.2.3 LDC23-00017 TCA Townhomes - A request has been made for: 1) a tentative
map to develop a 202 lot single-family residential attached subdivision and; 2) a
conditional use permit to develop over 100 dwelling units in the General Commercial
zoning district. The project is located on a ±14.51 acre portion of the 31.15 acre site which
is generally located 1,200 west of the Robb Drive interchange on the south side of
Interstate 80 (I-80). The site has zoning designations of General Commercial (GC) with
the McQueen Neighborhood Planning Overlay (MQ) and Single-Family Residential - 3
dwelling units per acre (SF-3). The Master Plan land use designations for the site are
Suburban Mixed-Use (SMU) and Single-Family Neighborhood (SF).
B.2.4 LDC23-00025 Riviera Planned Community - A request has been made for a
tentative map to establish a five-lot single-family attached (townhome) subdivision and
associated common areas. The ±0.31 acre project site is located southeast of Riviera
Street, ±75 feet from its intersection with Idlewild Drive. The project site is located within
the Multi-Family Residential – 14 units per acre (MF-14) zoning district and has a Master
Plan land use designation of Mixed Neighborhood (MX).
