Order of Business
The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the
meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items
for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any
time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but
may be heard later.
Virtual Public Comment
No action may be taken on a matter raised under general public comment until the matter is included on a
subsequent agenda as an action item.
Pursuant to NRS 241, those wishing to submit public comment may do so through the online public comment form
found at Reno.gov/NABPublicComment, by sending an email to amy.pennington@reno.gov, or at the meeting
during virtual public comment. Public comment is limited to three (3) minutes per person. Comments received prior
to 12:00 p.m. on the day of the meeting will be transcribed, provided to the Board/Commission/Committee for
review, and entered into the record. Comments received after 12:00 pm on the day preceding the meeting will be
provided to the Ward 4 Neighborhood Advisory Board for review prior to adjournment, and entered into the record.

B. Business Items
B.1 TXT21-00004 Tree Protection Ordinance (Information Item Only) – Presentation,
questions, and community input regarding an ordinance change to update tree protection,
installation and maintenance standards within Reno Municipal Code Title 18 (Annexation
and Land Development) and Chapter 8.32 (Trees and Shrubs). This is expected to include
updates to related processes and procedures. Draft language and more information about
the project are available at www.reno.gov/trees. Following a presentation by staff, NAB
members and the public will have the opportunity to ask questions about the code
amendment and provide feedback.
The NAB will not take any action. NAB members and the public are encouraged to provide
input via the online comment form available from www.reno.gov/trees. Comments
submitted via this form will be provided to the City’s decision-making bodies for their
consideration during the review process.
B.2 Development Projects -- (Discussion Item Only) Following presentations by the project’s
developer or representative, NAB members and the public will have the opportunity to ask
questions about the project and provide feedback. The NAB will not take any action on
development projects. NAB members and the public are encouraged to complete the
development project review form with their input. All development project review forms
submitted to the community liaison at the NAB meeting or via the online form
(https://goo.gl/cLVC08) will be submitted to the Reno Planning Commission for
consideration in the development review process. City of Reno Planning staff will be
available for questions but will not provide project presentation
B.2.1 LDC22-00036 (Copper Mesa Multi-Family) – A request has been made for a
conditional use permit to allow 1) a 290 unit multi-family development in the General
Commercial (GC) zone; and 2) disturbance of a major drainageway. The ±13.52 acre site
is located north of Silver Lake Road ±346 feet west of its intersection with Red Rock
Road. The subject site has a Master Plan land use designation of Special Planning Area
(SPA).
B.2.2 LDC22-00037 (Coyote Crossing) – A request has been made for a: 1) tentative
map to develop 33 single-family lots; and 2) a major site plan review to allow for cluster
development. The ±8.76 acre site is located northwest of the terminus of Rockchuck Road
±184 feet west of its intersection with Lytton Road. The site is within the Single-Family - 8
Units per acre (SF-8) and Parks Greenways and Open Space (PGOS) zones. The site has a
Master Plan land use designation of Single-Family Neighborhood (SF) and Parks Greenways
and Open Space (PGOS).
