Order of Business
The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the
meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items
for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any
time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but
may be heard later.
Virtual Public Comment
No action may be taken on a matter raised under general public comment until the matter is included on a
subsequent agenda as an action item.
Pursuant to NRS 241, those wishing to submit public comment may do so through the online public comment form
found at Reno.gov/NABPublicComment, by sending an email to amy.pennington@reno.gov, or at the meeting
during virtual public comment. Public comment is limited to three (3) minutes per person. Comments received prior
to 12:00 p.m. on the day of the meeting will be transcribed, provided to the Board/Commission/Committee for
review, and entered into the record. Comments received after 12:00 pm on the day preceding the meeting will be
provided to the Ward 5 Neighborhood Advisory Board for review prior to adjournment, and entered into the record.

B. Business Items
B.1 Regional Transportation Commission update on the McCarran Boulevard Corridor
Study, evaluating transportation safety and operations along the entire McCarran
loop and other projects in Ward 5- Presentation by RTC (Discussion Item Only)
B.2 Development Projects -- (Discussion Item Only) Following presentations by the project’s
developer or representative, NAB members and the public will have the opportunity to ask
questions about the project and provide feedback. The NAB will not take any action on
development projects. NAB members and the public are encouraged to complete the
development project review form with their input. All development project review forms
submitted to the community liaison at the NAB meeting or via the online form
(https://goo.gl/cLVC08) will be submitted to the Reno Planning Commission for
consideration in the development review process. City of Reno Planning staff will be
available for questions but will not provide project presentation.
B.2.1 LDC22-00045 (Meridian 120 South Open Space) – A request has been made for
a Master Plan amendment from ±8.3 acres of Mixed Employment (ME) to Parks,
Greenways, and Open Space (PGOS). The site is generally located 0.21 miles southwest
of the intersection of Boomtown-Garson Road and Old Town Road and has an Industrial
Commercial/Mortensen-Garson Overlay District (IC/MGOD) zoning designation. The site
is within the Mortensen-Garson Neighborhood Plan.
B.2.2 LDC22-00038 (Jacobs Glow Plaza and Festival Area) – A request has been
made for a conditional use permit to allow “Amusement or Recreation, Outside” and “Live
Entertainment” land uses to facilitate outdoor festivals, concerts, recreation, and events.
The ±2.32 acre site is located on seven parcels generally located south of West 4th
Street, east of Washington Street, and ±200 feet west of Ralston Street. The site is zoned
Mixed-Use Downtown – Northwest Quadrant (MD-NWQ) and has the Downtown Mixed-
Use (DT-MU) Master Plan land use designation.
