Office of Justice Programs Community Based Violence Intervention and Prevention Initiative Grant Program Adopting a Resolution authorizing the Rochester Police Department to apply for, accept, and enter into a grant agreement with the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for a Fiscal Year 2025 Office of Justice Programs Community Based Violence Intervention and Prevention Initiative. F.6. Bloomberg Harvard Fellow Host City Grant Application Approving the recommendation of submittal of a 2026 Bloomberg Harvard Fellow Host City Grant Application to host a full-time Bloomberg Harvard Fellow. F.7. Contract with First Homes for Dwellings in the Community Land Trust Adopting a Resolution authorizing a contract with First Homes in the amount of $1,000,000 for the creation and acquisition of new for-sale dwellings committed to the Community Land Trust. Contract with the Coalition for Rochester Area Housing for the Housing Fund Agreement Adopting a Resolution authorizing a contract with the Coalition for Rochester Area Housing (CRAH) in the amount of $1,000,000 to invest in Housing Strategies and advance the Community Housing Priorities as determined by the Olmsted County Comprehensive Housing Study. Contract Award: 2025 Kings Run Sanitary Sewer Extension KR-02.1-1117 – Project No. J7853 Adopting a Resolution approving a contract with Alcon Excavating Inc. in the amount of $771,669.35 for 2025 Kings Run Sanitary Sewer Extension KR-02.1-1117 - Project No. J7853. F.11. Revocable Permit and Agreement with Mayo Clinic - Heating Hot Water Piping in 6th Ave SW Right-of-Way Authorizing a revocable permit and agreement with Mayo Clinic for placement of heating hot water piping within the right-of-way of 6th Ave SW as part of Mayo Clinic's 15kV Distribution – Marion Bus 10/11 Feeder Extension Package B1. F.12. Initiation of Condemnation for Reconstruction of 18th Ave SW from Mayowood Rd SW (CR 125) - Project No. J7346 Adopting a Resolution authorizing the initiation of a 90-day quick take for land acquisition for Reconstruction of 18th Ave SW from Mayowood Rd SW (CR 125) - Project No. J7346. F.13. Corporate Hangar Site Design & Utility Extensions at the Rochester International Airport (RST) 1. Authorizing the professional services agreement with Mead & Hunt for corporate hangar site design and utility extensions at the Rochester International Airport (RST); and 2. Adopting a Resolution accepting the grant and authorizing execution of grant agreements with the State of Minnesota. 2 F.14. Amendment #1 to Professional Services Agreement (2021-24) with Mead & Hunt to Provide Land Acquisition and Title Search Services 1. Authorizing amendment #1 to the professional services agreement with Mead & Hunt to provide land acquisition and title search services at the Rochester International Airport (RST); and 2. Adopting a Resolution accepting the grant and authorizing execution of grant agreements with the State of Minnesota; and 3. Adopting a Resolution accepting the grant and authorizing execution of grant agreements with the Federal Aviation Administration (FAA). F.15. Purchase of 2025 Camion Systems T-Series 2200 Gallon Runway Deicer/Sprayer Amending the City's 2025 budget for the purchase of a Camion Systems 2200 Gallon Runway Deicer for $8,442 and authorizing the Airport to execute the proposal with Iron Valley Equipment to trade-in the 1995 Galion Road Grader. F.16. Setting a Public Hearing for the Assessment of Unpaid Special Charges - Weed, Snow, Rubbish and Tree Removal, Secure Property, Impound Towing and Property Violation Adopting a Resolution setting a public hearing for November 17, 2025, regarding the assessment of unpaid special charges for Weed, Snow, Rubbish, and Tree Removal, Secure Property, Impound Towing and Property Violation. F.17. Setting a Public Hearing for Certification for Collection with Taxes for Unpaid Administrative Citations for Weed and Snow Removal Adopting a Resolution setting a public hearing for November 17, 2025, regarding the certification for collection with taxes of unpaid administrative citations for weed and snow removal. F.18. Setting a Public Hearing for Unpaid Utility Charges Adopting a Resolution setting a public hearing for November 17, 2025, regarding the assessment of unpaid utility charges. F.19. Property Acquisition: Settlement Agreement for Parcel 57 of Link Bus Rapid Transit - Project No. J8707 City ownership of the acquisition is necessary and for a public purpose in furtherance of the Link Bus Rapid Transit - Project No. J8707, the following action is requested: 1. Authorizing the Settlement Agreement to directly purchase the property rights, and to settle the takings of Parcel 57 with a total value above $50,000, and in an amount greater than 15% above the approved appraised value. 3 F.20. Additional Property & Easement Acquisitions for Link Bus Rapid Transit - Project No. J8707 Adopting a Resolution: 1. Asserting that City ownership of the additional properties in question is both necessary and for a public purpose in furtherance of the Link Bus Rapid Transit - Project No. J8707; and 2. Authorizing and directing the proper City officers and agents to secure the City’s acquisition of the additional properties and easements by direct purchase and, if necessary, through the exercise of eminent domain; and 3. Authorizing the City Administrator to approve the appraised values of the properties for the purposes of using the “quick take” procedure under Minn. Stat. § 117.042; and 4. Authorizing the Strategic Initiatives Director to directly purchase and acquire on behalf of the City, and to settle the takings of minor properties with a total value of $50,000 or less; and 5. Authorizing the City Administrator to directly purchase and acquire on behalf of the City and to settle the takings of properties with a total value above $50,000, in amounts no greater than 15% above the approved appraised value; and 6. Authorizing and directing the City Attorney or his designee to take all steps reasonably necessary on behalf of the City to commence eminent domain proceedings to acquire the properties that cannot be purchased in a timely manner, including using the “quick take” procedure under Minn. Final Plat No. CD2025-036PLAT by Creekview Meadows LLC, to be known as Creekview Meadows Third Adopting a Resolution approving Final Plat No. CD2025-036PLAT by Creekview Meadows LLC, to be known as Creekview Meadows Third, with three conditions, for the subdivision of eight acres into 26 residential lots. G.3. Text Amendment No. CD2025-001TA by the City of Rochester 1. Approving Text Amendment No. CD2025-001TA, to amend language in various areas of the Unified Development Code (UDC); and, 2. Home Ownership Creation Program - London Brook Ponds Recommendation Adopting a Resolution approving the contribution of $1,000,000 to the London Brook Ponds development to support the creation of 50 for-sale homes via the Home Ownership Creation Program. H.2. Secondary Firm Natural Gas Supply Agreement for Westside Energy Station Adopting a Resolution authorizing the Transaction Confirmation for Secondary Firm Natural Gas Supply with Constellation NewEnergy – Gas Division, LLC. 4 H.3. Enterprise Resource Planning Recommendation Adopting a Resolution authorizing the finalization of an agreement for future City Council Approval with SAP / HCL for Enterprise Resource Software. H.4. Applications to the Mayors Alliance Action Fund to End Child Hunger and to the US Conference of Mayors Healthy and Sustainable Communities Grant 1. Approving an application to the Mayors Alliance Action Fund to End Child Hunger to Provide Healthy Snacks to Four Community Schools During the First Three Weeks of School in 2026 in the Range of $5,000 to $20,000; and 2. Approving an application to the US Conference of Mayors Healthy and Sustainable Communities Grant to Improve the Environment and Health and Wellness of the Nation's Children, Families, Neighborhoods, and Cities in the Range of $50,000 to $250,000.
