APPROVAL OF AGENDA A motion was made by Commissioner Scieszka, seconded by Commissioner Holloway, to Approve the Agenda. The motion carried by a unanimous vote. 4. APPROVAL OF MINUTES A motion was made by Petra Burgess, seconded by Jim McConachie, that the February 27, 2018 Minutes be Approved. The motion carried unanimously. PUBLIC HEARINGS PH18-2269 A Public Hearing on a Special Use Permit for a Planned Unit Development - Final Development Plan for Illini Precast at 551 S. Independence Blvd A motion was made that this Public Hearing be Opened. The motion carried by a unanimous vote. Senior Planner Nathan Darga read the Project Compliance Report. Description/Title: Illini Precast at 551 S. Independence Blvd Type of Review: Final Development Plan Summary: Illini Precast has purchased the old concrete plant at 551 S. Independence Blvd. The concrete plant across from the entrance to Lewis University predates most Village Codes. It was annexed as part of the Material Service Annexation in 1995. It was included in the Material Service Special Use Permit (SUP) approved that same year. The Village of Romeoville Page 1 Planning and Zoning Commission Meeting Minutes - Final February 27, 2018 plant was in operation long before the date of these ordinances. The SUP allowed the plant to continue operation as is without following all Village Codes. Over the years the plant fell into disrepair. Large piles of broken concrete and concrete panels were left scattered around the site from the previous tenant. Last year, Material Service and Illini Precast began negotiations for Illini to purchase the site. Illini Precast has closed on the property and has begun cleaning up the site. They are making repairs to the existing building and a few additions. They are constructing an approximately 40’ addition to the north end of the building. They are also replacing the current batch plant to the rear of the building with a new plant and conveyor system. The batch plant is 79’ in height. Because they are adding on to a nonconforming structure and because they are asking for an additional variance for the height of the batch plant, they need a new approval. The Village has been working with Lewis University for the past year on plans to beautify the IL 53 corridor in front of the campus. This includes things like; burying overhead power lines, adding landscape islands on IL 53, and screening the surrounding industrial uses. This approval will help advance those goals. In exchange for allowing the plant to continue to operate as is and to grant the additional building area and batch plant height, Illini Precast will donate 280’ of precast wall for screening by the Lewis entrance. They will also provide easements and money for landscaping. Finally, they will improve their existing entrance with pavement. Also included in the package are two possible future access points to the north of the existing access. One would line up with the signal at Airport Road; the other would be approximately half way in between the existing access point and Airport Road. These future access points are included so that the applicant would not have to come back to the Village in the future. They would ultimately be reviewed and approved by IDOT. The list of code exceptions attached will allow the building to continue its current operation. The building does not have a Village water or sewer connection and the mains are not close by. This makes following codes for sprinklers and fire hydrant impossible. Because the new disturbed area is less than 25,000 square feet, they do not trigger the stormwater ordinance (Chapter 160). This was done on purpose to avoid the regulatory challenges surrounding the dragonfly that are in this area. Method of Investigation: The Development review Committee has reviewed the proposal. Findings of Fact: 1.The proposal generally complies with the provisions of the Comprehensive Plan (Chapter 157). 2.The proposal generally complies with the provisions of the Development Regulations (Chapter 158). 3.The proposal generally complies with the provisions of the Zoning Code (Chapter 159) as amended in this PUD. Recommendation: The DRC is recommending approval. Steve Neil, NWS Architects, Inc. 200 W. Monroe Suite 2070, Chicago, IL - Sworn Village of Romeoville Page 2 Planning and Zoning Commission Meeting Minutes - Final February 27, 2018 Chairman Venn stated that he did not remember this being a part of the Comprehensive Plan done last year, and wonders if there is any plan to expand Route 53 in the future. Senior Planner Darga stated that this project was presented after the study and that the State has no plans to improve the roadway. The Village funded the work in the area for the landscape islands. Chairman Venn feels that a traffic study will probably be warranted in the future due to the heavy traffic in the area. Senior Planner Darga stated that the lanes are substandard. All future improvements on Rout 53 have to be to the current standards. The state has no plans to improve Route 53 in the next 5 years. Chairman Venn asked if Illini Precast is aware that the State may need and easement or property if the road is expanded in the future. Senior Planner Darga stated that there is enough room in the existing right of way to get a five-lane cross section without acquiring more property. Commissioner Pyle asked about the water drainage problem in this section of the roadway. Senior Planner Darga stated that they are aware of this issue. A culvert runs under Route 53 in this area. Commissioner Pyle asked if there were any plans to address this with this project. Senior Planner Darga stated that it is not be part of this project. This would be a State project and the road would have dug up for this replacement - Illini Precast is not responsible for this. Commissioner Pyle asked what the water source is for this property since they do not have city water and sewer. Steve Neil stated that they have a well and septic field. Chairman Venn asked it would be a 24-hour operation. Steve Neil stated that it would not. A motion was made by Commissioner Scieszka, seconded by Commissioner Pyle, that this Public Hearing be Closed. The motion carried by a unanimous vote. 6. NEW BUSINESS ORD18-1469 An Ordinance Approving a Special Use Permit for a Planned Unit Development - Final Development Plan for Illini Precast at 551 S.
