Romeo Rd Village Board Village Board Meeting Minutes April 18, 2018 Regular Meeting 1. CALL TO ORDER Roll Call Present 5- Trustee Linda Palmiter, Trustee Dave Richards, Trustee Brian A. Clancy Sr., Mayor John Noak, and Trustee Lourdes Aguirre Absent 2- Trustee Jose Chavez, and Trustee Ken Griffin 2. POSTING OF COLORS, PLEDGE OF ALLEGIANCE 3. PETITIONS FROM THE PUBLIC David Venn- He has known Mayor Noak for 8 years. He has always put the best interest of this Village first. The few individuals who have used social media to try to negate his decades of public service due to one disgression should be ashamed of themselves. He fully supports Mayor Noak. Jerry Capps- He attended the State of the Village which was extremely exciting. It is uplifting to see the future that Romeoville has. He thanked the Mayor and Board for the wonderful job they are doing. Bill Mayer- Invited all DuPage Township residents to attend the DuPage Township Budget meeting on Saturday from 9:00-12:00 and to the Board meeting on Tuesday. Congratulations to all on a fabulous State of the Village. It is great to see the direction of the Village. Rick Gougis- He thanked all for the work that they do. He appreciates Mayor Noak for all he has done for this Village. It is not easy to manage especially during the rapid growth that we have had. He is an engaging leader. You have to have a heart to do this and Mayor Noak does. His children are excited to see him. They look up to him. Tomasz Suliga- He received a letter from MADD regarding the incident that happened last week. He submitted the letter to be entered into record. He commended the officer for doing his job. It must have been a very tough situation for the officer. He showed us that no one is above the law. This has been very embarrassing for the Village. He spoke to the most Senior Trustees-it is up to them to put this nightmare behind us. Nothing short of Mayor Noak's resignation should be accepted. RES18-2451 A Resolution Approving a Plat of Subdivision for the Troutman and Dams development This Resolution was Approved. RES18-2463 A Resolution Authorizing the Execution of a Memorandum of Agreement Between the Department of Homeland Security and the Romeoville Police Department (Training Course Development and Best Practices) This Resolution was Approved. This Resolution was Approved. RES18-2469 A Resolution Authorizing the Execution of a Settlement and Termination Agreement (Indoor Sports Management Group, LLC—Rescission and Staffing Agreement—Edward Athletic and Event Center) This Resolution was Approved. RES18-2470 A Resolution Authorizing a Concession Stand License Agreement (Deer Crossing Park—The Bambini Group, LLC) This Resolution was Approved. RES18-2472 A Resolution to Waive the Bidding Requirements and Utilize the State Bid Contract for the Purchase of One 2019 Ford F550 Dump Body Truck This Resolution was Approved. RES18-2474 A Resolution to Waive the Bid Process and Accept the Price Quote for a Raw Wastewater Influent Screen and for Installation of the Screen This Resolution was Approved. RES18-2476 A Resolution Authorizing the Waiving of Bids for Deer Crossing Park Concession Stand Equipment This Resolution was Approved. 5. MAYOR'S REPORT Condolences to the Kastner Family. Comcast held their Comcast Cares Day-Operation Support Our Troops today. Plainfield District 202 will host their Foundation for Excellence Dinner Tomorrow evening. The Police Department will be hosting a Gun Buy Back Program on Saturday, April 21st from 9-12. Chief Turvey added that you can transport your gun to the Police Department if you go directly from your home to the Police Department. Trustee Clancy added that you can bring in ammunition as well. PH18-2273 Public Hearing Regarding the Village of Romeoville FY 2018-19 Budget A motion was made by Trustee Clancy, seconded by Trustee Richards, to open the public hearing. The motion carried by the following vote: Aye: 4- Trustee Palmiter, Trustee Richards, Trustee Clancy, and Trustee Aguirre Absent: 2- Trustee Chavez, and Trustee Griffin Non-voting: 1- Mayor Noak A motion was made by Trustee Palmiter, seconded by Trustee Aguirre, to close the public hearing. CLERK'S REPORT The Community Service Council met April 17th. The next meeting is May 15th. The Valley View Education Enrichment Foundation will meet on April 25th. Preparations are under way for the golf outing in June. 7. CITIZEN'S, COMMITTEES, COMMISSIONS AND LIAISON REPORTS None 8. VILLAGE MANAGER'S REPORT We are expecting snow tonight. Steve Hurdle invited all to attend the RHS Children's Play which will be on April 29th. They are doing a musical this year. Trustee Clancy- A Recreation update was given. Thanks to Kirk and his staff for their tremendous job. The State of the Village was great. Trustee Richards- Condolences to the family of Brenda Kastner. While this is a personal issue, the Mayor and the Village will get through this. He supports the Mayor's leadership. Trustee Aguirre- Condolences to the Kastner family. The State of the Village was a great success. It was a different format this year and it worked out very well. Mayor Noak did a great job. We will get through this and she admires Mayor Noak's leaderhsip and character. Mayor Noak thanked our staff for their hard work on the State of the Village. Special thanks to Dawn Caldwell and our marketing team. 11. EXECUTIVE SESSION None 12.
