Romeo Rd Village Board Village Board Meeting Minutes March 6, 2019 Regular Meeting 1. CALL TO ORDER Roll Call Present 7- Trustee Jose Chavez, Trustee Linda Palmiter, Trustee Ken Griffin, Trustee Dave Richards, Trustee Brian A. Clancy Sr., Mayor John Noak, and Trustee Lourdes Aguirre 2. POSTING OF COLORS, PLEDGE OF ALLEGIANCE 3. PETITIONS FROM THE PUBLIC Dwight Bendel- The used car lot at Rock Rd and Route 53 has been taken care of and it looks good. The mess at the Thornton's Gas Station still needs to be taken care of. The silt fence needs to be addressed. Also, there needs to be something done about snow being pushed into handicapped parking stalls and the striped areas around the stalls. On another note, even though they are sold in town, canopies are not allowed in town. Finally, there is no commercial/industrial code enforcement. Containers have popped up on Rock Rd. and 135th St. This is Village property. How can we enforce our ordinances with residents if the Village doesn't follow them. 4. CONSENT AGENDA A motion was made by Trustee Griffin, seconded by Trustee Palmiter, that this be to do a consent agenda. The motion carried by the following vote: Aye: 6- Trustee Chavez, Trustee Palmiter, Trustee Griffin, Trustee Richards, Trustee Clancy, and Trustee Aguirre Non-voting: 1- Mayor Noak Approval of the Consent Agenda A motion was made by Trustee Griffin, seconded by Trustee Palmiter, to approve the Consent Agenda. ORD19-1544 An Ordinance Amending Chapter 90 of the Village Code of Ordinances—Animals (Appeal Provisions) This Ordinance was Approved. RES19-2647 A Resolution Approving a Final Plat of Easement for 245 Crossroads Parkway (Bolingbrook) This Resolution was Approved. RES19-2648 A Resolution Approving a Final Plat of Subdivision for the Elwood Subdivision (13649 New Ave) This Resolution was Approved. RES19-2649 A Resolution Awarding the Contract for the Decorative Street Lighting Phase 4 project (Phase 4A and 4B) to Utility Dynamics Corporation in the total amount of $622,170.00 (2 formal bids were received). This Resolution was Approved. RES19-2651 A Resolution Approving a Facility Use Agreement with Zero Gravity Basketball, a Massachusetts limited liability company This Resolution was Approved. Village of Romeoville Page 2 Printed on 6/27/2019 Village Board Meeting Minutes March 6, 2019 5. MAYOR'S REPORT Condolences to Laura Gougenhour on the loss of her mother. Met with the Girl Scouts of Troop 75194 today, they were a wonderful group. I attended the STEM Fest at the White Oak Library. This was an amazing event. The SRA vs Officials basketball game was held yesterday. The Village along with the Chamber and the Workforce Center of Will County partnered to host a job fair today at the Athletic and Event Center. There were 50 vendors participating. I will be attending the Will County Governmental League’s Drive Down in Springfield. I attended the musical at Romeoville High School. It was fantastic. Congratulations to the Chamber on their successful Mardi Gras Pub Crawl. 6. CLERK'S REPORT I met with a group of 5th grade Cub Scouts about a week ago. It was very interesting speaking to them. The Valley View Enrichment Foundation is working on the fundraiser dinner that will be held later this month. Early voting begins March 18th through March 29th for Romeoville residents. The hours are Monday through Friday 9:00 a.m.-4:30 p.m. 7. CITIZEN'S, COMMITTEES, COMMISSIONS AND LIAISON REPORTS Trustee Aguirre-Police and Fire/Uptown Development The next Fire and Police meeting will be March 12th at 6:00 p.m. Trustee Richards-REMA/Planning and Zoning/Zoning Board of Appeals Planning and Zoning will meet on March 12th. Ramco and LDD Business Center are on the agenda. Trustee Clancy-Beautification/Parks and Recreation A Recreation update was given. Trustee Griffin-Veteran's Commission/EDC Tomorrow's EDC meeting has been cancelled. THe Veteran's Commission has scholarships for high school seniors. The applications are now available. The next meeting will be April 16th. Trustee Palmiter-Finance/Special Events/Humane Society Village of Romeoville Page 3 Printed on 6/27/2019 Village Board Meeting Minutes March 6, 2019 The next Special Events Commission meeting will be April 16th. The next Finance meeting will be next Wednesday at 4:00 p.m. at Village Hall. Trustee Chavez-Vor-Tv/Youth Outreach/Green Team The Youth Outreach Commission is gearing up for the annual Trivia Challenge which will be held on April 6th at Fat Ricky's. Registration is now open. 8. VILLAGE MANAGER'S REPORT Mrs. Caldwell stated that Steve is out at a conference. Thanks to the Board members and staff for participating in the SRA game. 9. NEW BUSINESS RES19-2650 Authorizing the Waiving of the Bid Requirement and the acceptance of the Open-End (Equity) Lease for Twenty (20) vehicles for the Police Department from Enterprise Fleet Management under the Master Equity Lease Agreement with Enterprise FM Trust per Resolution 18-2496 A motion was made by Trustee Chavez, seconded by Trustee Griffin, that this Resolution be Approved. The motion carried by the following vote: Aye: 6- Trustee Chavez, Trustee Palmiter, Trustee Griffin, Trustee Richards, Trustee Clancy, and Trustee Aguirre Non-voting: 1- Mayor Noak 10. BOARD COMMENTS Trustee Chavez- We had a budget meeting last Wednesday. He was pleasantly surprised at the revenue that Amazon is bringing in. Trustee Palmiter- No comments. Trustee Griffin- Condolences to Dean Morelli on the passing of his father and to Reverand Herb Brooks on the loss of his family members.. The Valley View Education Enrichment Foundation annual dinner will be held on March 29th. We have an election coming up-please vote. Trustee Clancy- He heard that the SRA game was a great game. Trustee Richards- Congratulations to the SRA team for beating us again. The RHS play is Friday and Saturday at 7:00 p.m. Trustee Aguirre- Congratulations to the SRA team for winning. Congratulations to the Chamber for their first successful Mardi Gras Pub Crawl. 11. EXECUTIVE SESSION None 12.
