PROJ17-066 A Concept Plan for Highpoint Town Square Apartments

Mr Rockwell reported that this is to develop 72 apartment units on a vacant
site located in the Highpoint Apartment Community. The subject property
consists of 2 acres and is located at the northwest corner of Highpoint Dr
and Friendship Square. He introduced Bruno Botarelli who gave an
overview of the project.
Bruno Botarelli stated that this site is the last remaining site for the
Highpoint Community. He than gave an overview of the entire project. He
added that this is a green, energy star community. They are hoping to
attract millenials.
Mayor Noak stated that these are an urbanized rental town house type of
style. The hybrid live-work concept is very interesting. There are 18 of
those. This is more modern than what is there now.
Trustee Richards stated that there was good conversation last night. It is a
unique concept. This is not a typical live-work unit as it is a one bedroom
apartment. You are running your business out of your living room in
essence. The density fits well in this area.
Trustee Chavez stated that the floor plans are really creative. It is attractive
for the younger generation who tend to be more inclined to have
roommates. Trustee Richards agreed.
Trustee Chavez added that it is very important that there are no common
areas.
RES17-2256 A Resolution to Waive the Bid Process and Enter into a Contract
for the Well No. 9 Test Pumping Project
Mr Bjork reported that proposals were solicited from three vendors with
experience in well rehabilitation work for test pumping of Well 9 at Carillon.
This well has been out of service for approximately four years due to loss of

production and the detection of bacteria in the drawn water. The project
will provide data as to the production of the well at different elevations as
well as determine the location of the source of the bacteria into the well.
With the data, a determination can be made as to what rehabilitation can
be done to the well, if any, to provide proper production of bacteria-free
source water or if an ultraviolet disinfection process needs to be added to
the well house. The lowest proposal was received from Water Well
Solutions in the amount of $20,913.00.
RES17-2255 A Resolution Approving an Intergovernmental Agreement
(Laraway Communications Center)
Mr Vogel reported that this approves an intergovernmental agreement
between the Village and approximately thirty other governmental agencies
providing police and/or fire protection services to provide for the
establishment of a new dispatch center to serve the emergency
dispatching needs of the signatory agencies. The need for a new, common
dispatch center was prompted by the passing of a mandate that reduces
the number of public safety answering points. The agreement
contemplates that the new agency established under the agreement, to be
known as the Laraway Communications Center, will enter into a lease of
new operating premises within Will County and adopt bylaws to govern its
operations.
Mayor Noak stated that staff has worked very closely with the other entities
on this agreement. He added that this is not by choice, it is being forced
upon us. This is the best of the options that were presented.
ORD17-1349 An Ordinance Amending Chapter 156 (Residential Rental Property
Licensing and Crime Free Housing)
Mr Vogel reported that this amends Chapter 156 to clarify that the
exemption from its requirements applicable to nursing homes and
retirement centers is also intended to apply to age restricted housing. It
also amends the background check requirement to provide that landlords
subject to Chapter 156 shall provide the Village with an affidavit attesting to
compliance with the background check requirements by providing an
affidavit to that effect, in lieu of providing copies of the actual background
check results.
Mayor Noak stated that this is very reasonable. We want to streamline the
process while ensuring that our residents have a safe place to live.

A motion was made by Chavez, seconded by Clancy, that this Meeting be
