RES18-2436 A Resolution Waiving the Formal Bidding Process and Awarding
Ditch Grading and Native Plantings Restoration at the JJC
Soccer Practice Fields Project to V3 Construction Group, Ltd. in
the Amount of $56,000.
Mr Drabicki reported that as part of the agreement with JJC, the Village
was able to get approval to regrade the southwest portion of the existing
JJC site and use it for practice fields until JJC uses this property for future
phases of the campus. This past summer/fall J. Russ and Company
completed the bulk of the grading and turf grass seeding. Unfortunately, a
drain tile that was identified by JJC's engineer was not able to be found
onsite. As a fallback, we provided in the original design for native plantings
and land bridges between the fields and Volunteer Park. J. Russ' original
contract was approved for $260,876.36. Given the field changes, we have
deducted $51,232 from their original scope. V3 provided a proposal in the
amount of $56,000 to plant native plantings in the ditches and construct 4
land bridges connecting the fields.
Trustee Chavez asked if there is a rendering of where the land bridges will
be. Mr Drabicki stated that we have a rough sketch. He added that land
bridges are essentially culverts that are located in the ditch which will be
seeded over.
ORD18-1459 An Ordinance Amending Chapter 115 (Hawkers, Peddlers,
Solicitors and Transient Vendors)
Mr Vogel reported that this amends Chapter 115 by prohibiting the
gratuitous distribution of any material from a moving vehicle or a vehicle
with the engine running. It also creates a "Do not Knock" registry where
persons not desiring to receive solicitors may provide their address to the
Village; provision of the address to the Village will have the same effect as
posting a "No Solicitor" sign on the door.
Mayor Noak stated that we are trying to limit the concerns of the residents.
This does not apply to church groups or political candidates.
Trustee Palmiter asked if there are penalties and the reply was yes.

Mr Vogel reported that this adds a definition of governmental license
applicants consisting of units of local government as potential applicants
for Class A and B raffle licenses and allows applicants to notify the Village
of a time and location of a raffle drawing 30 days prior to the drawing rather
than at the time of application for a raffle license. The ordinance also limits
the obligation to supply an affidavit of compliance from a raffle drawing
location owner to Class C raffle licenses. The entire Chapter 112A is also
being ratified to adopt the revised Chapter 112A in its entirety with these
changes.
ORD18-1464 An Ordinance Authorizing an Amendment to an Economic
Incentive Agreement with Thomas Motors of Joliet, Inc.
Mr Vogel reported that this changes the dates by which Thomas Motors of
Joliet would be required to obtain a certificate of occupancy and open for
business. Under the economic incentive agreement as amended, the
dealership was to have a certificate of occupancy and open for business
on or before July 1, 2018. Under the amendment, this date would be
revised to October 1, 2018. The revision in the dates has been requested
by the developer to accommodate delays encountered during the
construction process.
Mr Gulden stated that he received a call this morning with the request for
December 1st as opposed to October 1st. Mayor Noak stated that the only
change is the date all of the other aspects of the agreement are not
changing.
Trustee Palmiter stated that it seems a little excessive to go to December
1st. They have been at this a very long time. Mr Gulden replied that he is
behind due to weather and drainage issues. He would like to be on the
safe side with the December 1st date.
Trustee Griffin asked if they were to open earlier would the incentive take
affect then and Mr Gulden replied that is correct.
4. ADJOURNMENT
A motion was made by Griffin, seconded by Clancy, that this Meeting be
Adjourned at 6:14 p.m. The motion carried by the following vote:
