Village Board - Workshop Meeting Village Board - Workshop Meeting Meeting Minutes March 7, 2018 1. CALL TO ORDER-Roll Call Present 6- Linda Palmiter, Ken Griffin, Dave Richards, Brian A. Clancy Sr., John Noak, and Trustee Lourdes Aguirre Absent 1- Jose Chavez 2. POSTING OF COLORS-PLEDGE OF ALLEGIANCE 3. ITEMS FOR DISCUSSION ORD18-1469 An Ordinance Approving a Special Use Permit for a Planned Unit Development - Final Development Plan for Illini Precast at 551 S. Independence Blvd. Mr Rockwell reported that Illini Precast has purchased the concrete plant at 551 S. Independence. This plant predates most Village codes. It was annexed as part of the Material Service annexation in 1995. Over the years the plant fell into disrepair. Illini Precast has begun to clean up the site. They are making repairs to the existing building and a few additions. They are constructing an approximately 40' addition to the north end of the building. They are also replacing the current batch plant to the rear of the building with a new plant and conveyor system. The batch plant is 79' in height. The Village has been working with Lewis University for the past year on plans to beautify the IL 53 corridor in front of their campus. This includes burying overheard power lines, adding landscape islands on Route 53 and screening the surrounding industrial uses. This approval will help enhance those goals. In exchange for allowing the plant to operate as is and to grant the additional building area and batch plant height, Illini Precast will donated 280' of precast wall for screening by the Lewis entrance. They will also provide easements and money for landscaping. Finally, they will improve their existing entrance with pavement. Also included in the package are two possible future access points to the north of the existing building. These future access points are included so that the applicant would not have to come back to the Village in the future. They would ultimately be reviewed and approved by IDOT. Mr Vogel covered the next item. He stated that that all of the items that Mr Rockwell mentioned in the Special Use Permit will be included in the Development Agreement. Illini Precast has also agreed to make a donations of $30,000 towards landscaping in the vicinity of the wall that will be going up. Mayor Noak explained what Illini Precast does. He stated that they will do very well in the region. They will really enhance this site and the corridor. They have been great to work with. Most of their questions focused on Route 53 which is under IDOT's jurisdiction. He added that the two new entrances are proposed for the future. Trustee Palmiter stated that she is excited to see this site cleaned up. She asked what a batch plant does. A representative from Illini Precast replied that a batch plant batches concrete that we put in our elements. She then asked how much this plant exceeds what was there previously. And the reply was not by much. Her concern was the impact on the surrounding community. Mr Gulden stated that the batch plant that was there was about 75-80 feet. When the next owner came in they took off about 15 feet for whatever reason. This will bring it back to the original height. It was stated that this will be newly painted. Mayor Noak stated that this is not in the flight path. Mr Gulden added that the FAA has no issues with the batch plant. Illini Precast is working towards approval from the FAA for the crane that needs to be erected. Mayor Noak asked when they plan to be operational and the response was some time this summer.
