1. CALL TO ORDER-Roll Call

PROJ18-067 A Concept Plan for the LDD Business Center at 1450 N.
2 Independence Blvd.
Mr Rockwell reported that LDD parking LLC is proposing the development
of a 23,907 s.f. multi-tenant building at 1450 N Independence Blvd. which
is located on the west side of IL Route 53, just north of the IL Route 53 and
Joliet Rd. intersection. The property consists of 2.6 acres and is mostly
vacant with the exception of a cell tower that was constructed in 2017 on
the north side of the property. A separate parcel for the cell tower property
would be created through a subdivision as part of this development
process. The property is currently zoned B-3 Highway Regional Shopping.
The zoning would need to be changed to M-1 Medium Manufacturing to
accommodate the proposed use. The proposed building is divided into 13
units and is set up as multi tenant flexible light industrial space. Each unit
has a front entrance on the east side of the building and a garage door on
the rear side. Access for the site will be limited to a right in/right out due to
the barrier median located along Route 53. A total of 66 parking spaces
are proposed.
Mayor Noak stated that this is similar to the project a little to the north of this
in Bolingbrook. It is intended for lighter/smaller users. We need to make
sure this isn't too big for the site and that this does not become a single
user building. Also, it would be nice to break this up so that it looks like a
multi use facility. This is compatible with the corridor.
Trustee Richards stated that Planning and Zoning questioned the size of
the building. The east drive is very close to the CITGO driveway. IDOT
does control this but we do need to give our input on this. Also, this is a
small lot and there is no water detention. They are using underground
storage which is very creative.
Trustee Clancy questioned the closest exit and will trucks have a hard time
getting in and out. Mr Gulden stated that the proper turning radius are
provided. He also stated that there will be preclusions to the M-1 zoning
which will eliminate uses that are not desirable for this area.

Trustee Chavez asked how the underground detention works. A
representative from the project stated that there are chambers underground
for the water. Without this we would lose the whole south end of the project.
He than asked about handicapped parking is there less in the M-1 and the
response was no.
ORD18-1470 An Ordinance Approving a Special Use Permit for a Planned Unit
Development - Final Development Plan for Holiday Inn Express at
Normantown Square
Mr Rockwell reported that Hospitality Guru has submitted final development
plans for the development of a Holiday Inn Express on Lot 2 of Normantown
Square east of Creme de la Creme and south of the Bowlero parking lot.
The proposed building consists of 4 stories and includes 96 guest rooms,
a pool, meeting rooms, fitness center, business center, and
breakfast/lounge space. A total of 98 parking spaces are proposed
around the building. Two points of access are shown on the site, one on
the ease end of the site and the other on the south end. Mr Rockwell then
listed the code exceptions being requested.
Mayor Noak stated that the exceptions are reasonable. He wanted to
make sure that the developer spoke to the neighbors due to the proximity
to the daycare center. He asked when the project will begin and the
response was May with completion by next summer. Mayor Noak then
stated that this will help bring in users for the remaining lots.
Trustee Chavez asked if the color scheme that is represented is what they
will be going with and the response was yes. He stated that it will look nice.
4. ADJOURNMENT
A motion was made by Griffin, seconded by Clancy, that this Meeting be
Adjourned at 6:21 p.m. The motion carried by the following vote:
Aye: 5- Chavez, Griffin, Richards, Clancy, and Aguirre
Absent: 1- Palmiter
