Resolution 2025-25, a Resolution by the City Council, the Governing Body of City of Ruidoso Downs, New Mexico, whereby the City Council Authorizes and Approves submission of a completed application for Financial Assistance and Project Approval to the New Mexico Finance Authority for the Colonias Infrastructure Board ("CIB") Emergency Assistance Funding for the 2025 cycle. B. Approval of the promotion of Police Officer Lance Ledford to the rank of Sergeant within the City of Ruidoso Downs Police Department. C. Approval of Invoice for Dennis Engineering for Professional Services Agreement, approved by Council on June 12, 2023 for Invoice from Prior Fiscal Year 2025.  D. Approval to authorize payment of an Invoice from the Prior Fiscal Year 2025 for Squad Room Emblems in the amount of $370.00 (small purchase). 10.
