Approval of Resolution No. 2026-12, A Resolution Authorizing The Execution And Delivery Of A Colonias Infrastructure Project Fund Grant Agreement (“Grant Agreement”) By And Between The New Mexico Finance Authority (“NMFA”) And The City Of Ruidoso Downs, Lincoln County, New Mexico (“Grantee”), In The Total Amount Of $4,000,000, Evidencing An Obligation Of The Grantee To Utilize The Grant Amount Solely For The Purpose Of Financing The Costs Of Design And Construction Of Infrastructure To Direct Storm Water To The Rio Ruidoso River To Minimize Flooding Of The Area, Protect City Assets And Reduce Potential Damage To Homes And Properties, And Solely In The Manner Described In The Grant Agreement; Providing For The  Acceptance Of A Grant Amount Of $4,000,000; Certifying That The Grant Amount, Together With Other Funds Available To The Grantee, Is Sufficient To Complete The Project; Approving The Form Of And Other Details Concerning The Grant Agreement; Ratifying Actions Heretofore Taken; Repealing All Action Inconsistent With This Resolution; And Authorizing The Taking Of Other Actions In Connection With The Execution And Delivery Of The Grant Agreement. C. Approval of Proclamation No. 2026-01, Proclamation Restricting the Sale and Use of Certain Fireworks Due To Extreme Fire Danger. 11.
