The Council has returned to a hybrid meeting approach. The hybrid meeting
enables people joining remotely or in-person to listen to the Council meeting and
participate during public comment items.
Public Comments: The public can give comments to the Council during the
meetings online through Webex or in-person in Room 326 of the City and County
Building. In-person attendees can fill out a comment card and online participants
will register through Webex in order to be added to the comment queue.

Public Health Information: Masks are no longer required in City Facilities, but
are welcome for any attendees who prefer to continue using them. We will

1. Council Member Chris Wharton will conduct the formal meeting.

4. The Council will approve the work session meeting minutes of May 13, 2021;
October 12, 2021; October 19,2021; June 9, 2022; and June 14, 2022; as well as
the formal meeting minutes for June 15, 2021; July 13, 2021; October 19, 2021;
and August 9, 2022.
B. PUBLIC HEARINGS:
1. Ordinance: Rezone at 1330 South 700 West
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning map pertaining to a parcel of property at 1330 South 700
West to rezone the parcel from R-1/7,000 (Single-Family Residential District) to
CB (Community Business). Although a specific development is not being proposed
at this time, the rezone is in anticipation of future neighborhood-scale mixed-use
development. The request did not require a master plan amendment.
Consideration may be given to rezoning the property to another zoning district

2. Resolution: Salt Lake City International Airport Master Plan
The Council will accept public comment about a resolution that would approve
the Salt Lake City Department of Airports’ 2022 Master Plan Update for
continued development of the Salt Lake City International Airport. The 2022
Master Plan evaluates the ability of Airport facilities to accommodate user needs
at existing and forecasted demand levels and provides recommendations
regarding additional facilities that are needed to meet the forecasted demand.

3. Resolution: Sales Tax Revenue Bond
The Council will accept public comment about the issuance of up to $67.5 million
of sales and excise tax revenue bonds to finance all or a portion of acquiring,
constructing and upgrading capital improvement projects including (A) City
Cemetery irrigation, road repairs and reconstruction; (B) improvements to
Pioneer Park; (C) 600 North Corridor transformation; (D) new radio towers for
City communication; (E) an upgrade of the electrical transformer at the Central
Plant and emergency backup generators; (F) Westside railroad quiet zones; (G)
Warm Spring Plunge structure stabilization and improvements; (H) Smith’s
Ballpark improvements; (I) urban wood reutilization equipment and storage
additions; (J) Fisher Mansion stabilization and improvements; and potentially
other projects.

4. Ordinance: Budget Amendment No. 1 for Fiscal Year 2022-23
The Council will continue to accept public comment and consider adopting an
ordinance that would amend the final budget of Salt Lake City, including the
employment staffing document, for Fiscal Year 2022-23. Budget amendments
happen several times each year to reflect adjustments to the City’s budgets,
including proposed project additions and modifications. The proposed
amendment includes transportation impact fees for reconstructing streets,
pedestrian and bicycle improvements to the 600 North/700 North corridor
transformation project, Governmental Immunity fund adjustment, and
transferring money from the Economic Development Revolving Loan Fund
(EDLF) among other things.

Space
The Council will consider adopting a special bond election conduct resolution
relating to the proposed $85 million General Obligation bond for parks, trails and
open space and an election administration interlocal agreement between Salt Lake
City and Salt Lake County.

2. Ordinance: Economic Development Revolving Loan Fund (EDLF) –
Kalo Clinical Research
The Council will consider adopting an ordinance that would approve a
$262,963.61 loan for Kalo Clinical Research from the Economic Development
Loan Fund. This loan will assist in the creation of 6 new jobs in the next year and
retention of 6 current jobs.

3. Ordinance: Consolidated Fee Schedule Corrections
The Council will consider adopting an ordinance amending the Salt Lake City
Consolidated Fee Schedule (CFS). During the budget process for fiscal year 2022-
23, the CFS was updated with several changes. After the schedule was approved
and adopted by the Council, Departments noticed errors and omissions that
needed to be corrected.

G. CONSENT:
1. Ordinance: Green Street Alley Vacation
The Council will set the date of Tuesday, September 20, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would vacate a City-
owned alley situated in the Marion Park Subdivision between 1300 South and
Harrison Avenue and Green Street and 700 East. The alley exists on paper only
and the abutting property owners have encroached on the alley and incorporated

2. Ordinance: Rezone and Master Plan Amendment at 16 South 800
West
The Council will set the date of Tuesday, September 20, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would amend the
zoning of property at approximately 16 South 800 West from Transit Station Area
District - Urban Neighborhood Station - Transition (TSA-UN-T) to Transit
Station Area District - Urban Neighborhood Station - Core (TSA-UN-C). The
ordinance would also amend the North Temple Boulevard Plan. The proposed
amendments are intended to allow the property owner to build a mixed-use
building with a possibility of a maximum height of 75 feet. No development plans
have been submitted by the applicant at this time. Consideration may be given to
rezoning the property to another zoning district with similar

3. Ordinance: Budget Amendment No.2 for Fiscal Year 2022-23
The Council will set the date of Tuesday, September 20, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would amend the final
budget of Salt Lake City, including the employment staffing document, for Fiscal
Year 2022-23. Budget amendments happen several times each year to reflect
adjustments to the City’s budgets, including proposed project additions and
modifications. The proposed amendment includes funding a 16-gate expansion of
Concourse B at the Salt Lake City International Airport, designs for utility
expansion at the Tooele Valley Airport, and market based salary adjustments for
non-represented airport employees among other things.

4. Ordinance: Budget Amendment No. 3 for Fiscal Year 2022-23
The Council will set the date of Tuesday, September 20, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would amend the final
budget of Salt Lake City, including the employment staffing document, for Fiscal
Year 2022-23. Budget amendments happen several times each year to reflect
adjustments to the City’s budgets, including proposed project additions and
modifications. The proposed amendment includes $6 million for deeply
affordable housing, purchasing waste and recycling packer vehicles, and a federal
grant for retrofitting the City Creek Water Treatment Plant among other items.

ordinance would ensure that the City is in compliance with State Code
