The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.

Members of the public can comment on items on the agenda. To sign up to speak visit

participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas

4. Ordinance approving a construction contract with E-Z Bel Construction, LLC in the amount
not to exceed $5,914,588.85 of which $1,300 will be reimbursed by San Antonio Water
Systems (SAWS) and $214,498 will be reimbursed by City Public Service (CPS) Energy for
necessary adjustments to their existing infrastructure related to the construction of Texas
A&M University Area Streets. Funding is from the 2022 General Obligation Bond Program

5. Ordinance approving a construction contract with CGC General Contractors, Inc., in an
amount not to exceed $9,852,965 for the Fire Station #52 Replacement project for the San

6. Ordinance approving a construction contract with CGC General Contractors, Inc., in an
amount not to exceed $8,338,226 for the Fire Station #53 Replacement project for the San
Antonio Fire Department (SAFD). Funding is from Certificates of Obligation included in

7. Ordinance approving the 2025 Pavement Markings Package C – Task Order Contract with
M&M Striping and Power Washing, LLC in an amount not to exceed $3,976,486.82 of
which $1,412,011.41 is from the FY 2025 General Fund. Remaining funding is contingent
upon City Council approval of the FY 2026 Adopted Budget. [John Peterek, Assistant City

8. Ordinance amending the funding agreement between the City of San Antonio and Alamo
Colleges District for the Aquatic & Multigenerational Center Renovation at Palo Alto
College project, to change the scope of work from demolition and new construction to
renovation of the existing natatorium at Palo Alto College. [John Peterek, Assistant City

9. Ordinance approving a funding agreement between the City of San Antonio and the
University of Texas at San Antonio (UTSA) in an amount not to exceed $5,000,000 of
which $4,900,000 is for construction, and $100,000 will be retained by the City for capital
administration of the UTSA Athletics Facilities project. Funding is from 2022 General
Obligation Bonds and included in the FY 2025 Capital Budget. [John Peterek, Assistant

10. Ordinance approving the 2025 Street Rehabilitation Task Order Contract Package 11 with
Clark Construction of Texas, Inc. in an amount not to exceed $4,993,382.75, of which
$218,700 will be reimbursed by San Antonio Water System and $2,100 will be reimbursed
by CPS Energy for necessary adjustments to their existing infrastructure. Funding is from
the General Fund, Advanced Transportation District Fund, and debt proceeds. [John Peterek,

11. Ordinance approving a Contribution Agreement between the City of San Antonio, San
Antonio Medical Foundation, and Medical Center Alliance, accepting and appropriating
donations in an amount not to exceed $1,000,000, and accepting an in-kind donation in the
total amount of $1,368,515 for an acre of land, project design services, and property
acquisition services for the New Medical Center Area Park; a 2022 Bond funded project.

12. Ordinance amending a Professional Services Agreement with Alamo Architects, Inc. in the
increased amount of $551,730 for a total contract amount of $2,111,187.00, to add
architectural services for a new kennel complex at Animal Care Services. Funding is from

Acquisition, Sale or Lease of Real Property
13. Ordinance recommending the issuance of a 25-year-term encroachment permit for
continued use and maintenance of an existing pedestrian sky bridge above and across
Merton Minter Drive Public Right-of-Way located in New City Block 12816, as requested
by Bexar County Hospital for a fee of $1,250. Funds will be deposited into the General

14. Ordinance approving Substantial Amendment #1 to the FY 2025 U.S. Department of
Housing and Urban Development's (HUD) annual Action Plan and Budget in order to
reprogram funds for the Emergency Solutions Grant (ESG) and Housing Opportunities for
Persons with AIDS (HOPWA) Programs; and authorizing contract amendments to effectuate

Ordinance approving the settlement of a personal injury lawsuit styled Richard Dutchover v.
City of San Antonio, in the 408th Judicial District Court, Bexar County, Texas, Cause No.
2023CI15532 for the amount of $183,337.97. Funding is from the Self-Insured Liability

19. Ordinance ratifying payment to the Texas Governor’s Office Events Trust Fund Program
(“Program”) of $177,690 for local contributions for three events; and 1) authorizing
submission to the Program of up to $188,563 for local contribution for four events; 2)
acceptance of reimbursement to the City from the Program for qualified expenses of up to
$2,289,079 for these seven events hosted in 2024 and 2025 and the distribution of such
reimbursement; and 3) approving event support agreements for two of these events with

20. Ordinance authorizing submission of $2,453,496 to the Texas Governor’s Office Events

reimbursement to the City from the Program for qualified expenses of up to $15,334,346.

21. Ordinance approving a contract with Pick-N-Pull, Inc. for removal and disposition of
junked vehicles for the Development Services Department for an initial one-year term, with

22. Ordinance authorizing the issuance of up to $200,000,000 “City of San Antonio, Texas Tax

tax for the payment of the Notes; prescribing the form, terms, conditions, and resolving
other matters incident and related to the issuance, sale, and delivery of the Notes;
authorizing the execution of a Paying Agent/Registrar Agreement and a Purchase and
Investment Letter; complying with the provision of the Depository Trust Company’s letter
of representations; enacting other provisions incident and related to the subject and purpose

23. Ordinance approving an award up to $400,000 from the Housing Trust Fund to Opportunity

24. Ordinance approving an Interlocal Cooperation Contract with the Texas Department of
Public Safety (DPS) to provide the San Antonio Police Department (SAPD) with a
Technical Supervisor for officer/operator training, expert testimony, and maintenance of
intoxilyzer instruments for total cost of $112,041.20 per year with a maximum of $448,165
over a four-year contract term. Funding is from the FY2025 General Fund, and funding for
