The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be
directed to the Office of the City Clerk at (210) 207-7253.
Individuals signing up for public comment may register for VIA bus fare or parking validation at
www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N.
Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare
passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

4. Affirming the decision of the Board of Adjustment to deny the applicant's appeal for a
variance from the maximum 87.5 sign square footage that would allow for a 210.5 square
foot digital sign, located at 11900 IH-10 West. The applicant is appealing to the City
Council pursuant to City Code Sec. 28-5. Approval of this item would deny the requested

5. Ordinance approving a task order in the amount of $1,339,383 with AMSTAR Inc. to
modernize the Arneson Theater. Funding is from the Inner City Tax Increment

6. Ordinance amending the 2024 Task Order Contract for Flatwork and Street Improvements
Package 2 with FD Concrete, LLC. in the increased amount of $1,144,000 for a revised
contract value of $5,966,777 for additional construction services to complete sidewalk and
streets construction projects. Funding is from the General Fund and Advanced
Transportation District Fund and included in the FY 2025 Capital Budget. [John Peterek,

7. Ordinance amending the Design Services Agreement with WGI, Inc. in the increased
amount of $93,180, for a total contract amount of $1,511,788, for additional civil
engineering services funded by San Antonio Water System for a shared use path for
pedestrians and bikes to provide connectivity from Avenue B and Maverick Park to
Lockwood Dignowity Park (Hays Street Bridge Connections, 2022 General Obligation

8. Ordinance amending a professional services agreement with Applied Research Associates,
Inc. in the increased amount of $271,600 for a total contract amount of $1,621,500 to add
consultant services to streets optimization and project planning efforts. Funding is from the

9. Ordinance approving a professional services agreement with Pape-Dawson Consulting
Engineers, LLC in an amount not to exceed $1,499,787.40 for design and engineering
services for the Market Street Cycle Track Project, a two-way separated bike facility.
Funding is from the General Fund included in the FY 2025 Capital Budget and Texas

10. Ordinance approving a professional services agreement with Alta Architects Inc. in the
amount not to exceed $1,454,000 for programming and design services for the District 2
Senior Center Design and Conceptual Master Plan. Funding is from Inner City Tax

11. Ordinance approving a construction contract with ASD Consultants, Inc. in the amount not
to exceed $1,492,927 for the construction of the District 5 Park Improvements at Clarissa
Alderete Park, Escobar Park, and Frank Tejeda Park. Funding is from the 2022 General

Obligation Bond and Tree Canopy Preservation and Mitigation Fund included in the FY

12. Ordinance approving the 2025 Pavement Preservation Package 16 - Cool Pavement Task

13. Ordinance approving the 2025 Pavement Preservation Package 17 - Cool Pavement Task

14. Ordinance approving the 2025 Pavement Preservation Package 6 – Slurry Task Order
Contract with American Road Maintenance, Inc. in an amount not to exceed $2,257,000 of
which $424,641.57 is from the FY 2025 General Fund and Advanced Transportation District
Fund. Funding for future years is contingent upon City Council approval of the annual

15. Ordinance approving a Contribution Agreement with the San Antonio Medical Foundation
to accept funds in the amount of $77,876.02 to fund half the cost of a traffic impact analysis
for Hamilton Wolfe and Floyd Curl Drive; a 2022 Bond funded project. Funds will be
deposited into the Floyd Curl Drive (Huebner Road to Charles Katz) project. [John Peterek,

Acquisition, Sale or Lease of Real Property
16. Ordinance extending the La Villita Lease Agreement with Little Church of La Villita for a
second two-year renewal term, commencing on July 1, 2025, and expiring on June 30, 2027.

17. Ordinance approving the addition of Luzmila Burga and Luis Ascanta to the lease
agreements with Guero’s and Little Bit of Texas in Farmers Market for an assignment fee of

18. Ordinance approving a contract with Toro Vertical, LLC to install small cell antennas and
supporting infrastructure in the Arneson River Theatre for an initial twenty-year term. Toro
Blanco will fund $78,550 in improvements that will support the City’s capital improvement

19. Ordinance approving the release of a City held 25.40 acre tract of land at US-281 South and
Del Lago Parkway in the Mission Del Lago TIRZ back to Southstar Mission del Lago

US-281 South and Mission Grande in Mission Del Lago TIRZ for future affordable housing

Grant Applications and Awards
20. Ordinance approving the submission of a grant application and acceptance of funds, if
awarded, from the Texas Department of Transportation - Transportation Alternative grant
program in the amount of $800,000. This planning grant will support the Safe Routes to
School-San Antonio Program (SRTS) at Loma Park Elementary, Coker Elementary, and

21. Ordinance appointing Mayor Gina Ortiz Jones to the Board of Directors for CPS Energy's

22. Approving the following board, commission, and committee appointments for the
