The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be

Individuals signing up for public comment may register for VIA bus fare or parking validation at
www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N.
Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

2031 Six-Year Capital Improvements Program for the City of San Antonio; approving
certain contracts; providing for a one-time annuity increase for retirees and their
beneficiaries and a revision to the City’s contribution rate in connection with the Texas
Municipal Retirement System; authorizing personnel complements; appropriating funds;

5. Ordinance setting the Ad Valorem City Property Tax Rate to pay the principal and interest
on the funded debt of the City of San Antonio at 21.150 cents per $100 of taxable valuation

6. Ordinance setting the Ad Valorem Tax Rate for Maintenance and Operation of the City of
San Antonio at 33.009 cents per $100 of taxable valuation for the Tax Year beginning on

7. Ordinance amending fees as included within the fiscal year 2026 budget within the General
Fund and certain restricted funds and amending the City Code of San Antonio, Texas to

8. Ordinance carrying forward certain FY 2025 Funds; amending prior appropriations;

Purchase of Services, Supplies and Equipment
9. Ordinance approving a contract with Pozzi Enterprises, Inc., dba Border Construction
Services, to provide maintenance services for natural creekways and tributaries for the
Public Works Department for an estimated cost of $1,216,248 annually and an estimated
total cost of $6,081,240. The initial term of the agreement will begin on October 1, 2025
and end September 30, 2028, with two, one-year renewal options. Funding of $1,216,248
for year one is from the Storm Water Operating Fund FY 2026 Adopted Budget. Funding
for future years is contingent upon City Council approval of the Annual Budget. [Ben

10. Ordinance amending the contract with GoodSAM Ltd., for a web-based telemedicine triage
system for the San Antonio Fire Department to extend the contract beginning October 19,
2025, through October 18, 2028, with two, one-year renewal options, for a total amendment
amount of $814,791 and total cumulative contract amount of $1,559,791. Funding is

Ordinance approving a contract with Meals on Wheels San Antonio for meal preparation
services for the Department of Human Services' Healthy Eating, Aging and Living (HEAL)
nutrition program in the estimated total amount of $19,439,588 for a term beginning
October 1, 2025 through September 30, 2029 with a one-year renewal option. Funding is
from the Federal Grant - Special Programs for the Aging (HEAL) and General Fund.
Funding for subsequent years is contingent upon City Council approval of the annual

12. Ordinance approving a construction contract with M&M Striping & Power Washing, LLC
for the 2026 TOC Pavement Markings Package A project for an amount not to exceed
$4,562,660. Funding is contingent upon the approval of the FY 2026 Proposed Budget.

Acquisition, Sale or Lease of Real Property
13. Ordinance approving a River Walk Lease Agreement with the Hotel Contessa for a five-year
term, commencing on December 1, 2025, and expiring on November 30, 2030. Revenue in
the amount of $70,188.39 over the five-year term will be deposited into the Riverwalk

Grant Applications and Awards
14. Ordinance authorizing the acceptance upon award of up to $250,000 from the Trellis
Foundation for the Disrupting Disconnection: A Collaborative Response Supporting San
Antonio's Opportunity Youth Grant for the term October 1, 2025 through December 15,
2026, to support the San Antonio Opportunity Youth Collaborative’s work for youth-serving

15. Ordinance approving the application for and acceptance of grant funding, upon award, from
the Alamo Area Council of Governments for an older adult nutrition meal program in an
amount not to exceed $2,088,000 annually from October 1, 2025, through September 30,
2030; a program budget of $3,288,000, which includes a cash match of $1,200,000
annually; 15 staff positions; and agreements and amendments with community agencies to

16. Ordinance authorizing the acceptance of grant funds for the Child Care Services Quality
Initiative Program in the amount of $7,756,436 for the term October 1, 2025 through

25. Ordinance approving a contract with Aetna Life Insurance Company to provide Medicare-

contract term. The initial term of the agreement will be from January 1, 2026, through
December 31, 2028, with two, one-year renewal options. Funding is from the Employee

26. Resolution of No Objection for Miller's Pond Apartments SA, LP’s application to the Texas
Department of Housing and Community Affairs Non-Competitive 4% Housing Tax Credits

family rental housing development located at 6200 Old Pearsall Rd in Council District 4.

27. Ordinance approving an Interlocal Agreement between the City of San Antonio and Bexar
County to accept funds in the amount of $35,514.60 to facilitate the installation of two

Pedestrian Safety Project; and authorizing the acceptance and appropriation of these funds

28. Ordinance approving a Reimbursement Agreement with the Union Pacific Railroad
