The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

4. Ordinance approving two agreements with Union Pacific Railroad (UPRR) for the Howard
W. Peak Greenway Trails System grade-separated trail crossings of UPRR rail lines which
includes: 1) a Public Pedestrian Underpass Agreement in the amount of $121,664 for UPRR
to provide construction management on a trail and protective canopy. Funding is from the
2015 Sales Tax Initiative; and 2) a Preliminary Engineering Services Reimbursement

Agreement in the amount of $75,000 for UPRR to review design plans for a proposed
pedestrian bridge over a UPRR railroad track. Funding is from the 2022 Bond and is part of

5. Ordinance approving the execution of four On-Call Transportation Systems Management
and Operations (TSMO) Professional Engineering Service Agreements with Jacobs
Engineering Group, Inc.; Kimley-Horn and Associates, Inc.; Pape-Dawson Consulting
Engineers, LLC; and Tetra Tech, Inc. Each agreement is for a three-year term with two
additional one-year extensions in an amount not to exceed $5,000,000 per agreement,
inclusive of renewals, for a total of $20,000,000. Funding is available from various sources,
including FY 2026 General Fund, Advanced Transportation District (ATD) Fund,
Certificates of Obligations, and other debt proceeds included in the FY 2026 Capital

Acquisition, Sale or Lease of Real Property
6. Ordinance approving the Lease Agreement with Federal Express Corporation at the San
Antonio International Airport for a five-year period commencing on October 1, 2025 with
the option to extend for an additional five-year period. Annual revenues of $633,629.25 will
be generated and deposited into the Airport Department Operating and Maintenance Fund.

7. Ordinance authorizing the acquisition of a conservation easement over the Edwards Aquifer
Contributing Zone on a 370.85-acre tract of land known as GJS Ranch (Stoner Ranch
Division 2) located in Uvalde County, Texas from GJS Ranch, LLC and authorizing
payment to Chicago Title Company as escrow agent in the amount of $1,614,205.30 from
the San Antonio Municipal Facilities Corporation fund, which is included in the FY 2026

8. Ordinance authorizing the fee simple acquisition of a 64.461-acre tract of land known as
Bloomfield Hills Property located over the Edwards Aquifer Contributing Zone in Bexar
County, Texas from BF Hills, Inc. and authorizing payment to Alamo Title Company as
escrow agent in the amount of $3,268,105.98 from the San Antonio Municipal Facilities
Corporation fund, which is included in the FY 2026 Capital Budget. [David W. McCary,

Grant Applications and Awards
9. Ordinance authorizing the acceptance of grant funds from the Federal Aviation
Administration (FAA) Airport Infrastructure Grants (AIG) Program in the amount of
$9,028,798 with a cash match of $3,009,600 for a total of $12,038,398. Funding for the cash
