Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items. Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times. 9:00 AM: Call to Order Members of the public can comment on items on the agenda. Ordinance authorizing submission of an application and acceptance upon award of grant funds from the State of Texas Defense Economic Adjustment Assistance Grant (DEAAG) program in the amount of $5,000,000 with a cash match of $10,000,000. Ordinance approving a contract with TACOT, Inc., for polymer modified sealant for the Public Works Department beginning upon award and ending June 30, 2027, with the option Page: 2 to renew for two, one-year periods for an estimated annual cost of $632,000. Funding is from the FY 2026 Adopted Budget. Funding for future years is contingent upon City Council approval of the annual budget. Ordinance approving a construction contract, including an additive alternate, with J3 Company, LLC in the amount not to exceed $7,436,291.30, of which $4,200 will be reimbursed by the San Antonio Water System for necessary adjustments to their existing infrastructure related to the construction of the Military Drive (Sequoia Height to East of Reed Road) project. Funding is from the 2022 General Obligation Bond Program and Tree Mitigation Fund included in the FY 2026 Capital Budget. Ordinance authorizing submission of grant application and acceptance upon award of up to $31,458,112 from the U.S. Department of Health and Human Services for the City of San Antonio Head Start and Early Head Start Programs for the period of February 1, 2026 to January 31, 2027; a total Program budget of $39,322,640 which includes in kind match of $7,864,528; updated Program documents and personnel complement. Ordinance amending the professional services agreement with Kimley-Horn and Associates, Inc. for Airfield Engineering Design Services for the Airfield Safety Enhancement and Improvements Program at the San Antonio International Airport in an amount not to exceed $7,345,783 for a new contract value of $28,583,790. Ordinance approving contracts with Arup US, Inc., ITnova, LLC, and The Evolvers Group, L.P. for On-Call Professional General Technology Consulting Services for the Aviation Department for an estimated total cost of $12,000,000, estimated $2,400,000 annually. Each agreement is for a not-to-exceed total of $4,000,000, $800,000 annually, for an initial three- year term with two, one-year renewal options. The term begins upon the effective date of the ordinance and continues for a three-year period, with two, one-year renewals. Funding is from the Aviation Operations & Maintenance Fund. City Manager’s Report Executive Session At any time during the meeting, the City Council may recess into executive session in the C Room to consult with the City Attorney's Office (Texas Government Code Section 551.071) and deliberate or discuss any of the following: A.
