The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be
directed to the Office of the City Clerk at (210) 207-7253.
Individuals signing up for public comment may register for VIA bus fare or parking validation at
www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N.
Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare
passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

4. Ordinance approving the Pedestrian Mobility & Streets Task Order Contract Package 3 with
Elecnor Belco Electric, Inc. in an amount not to exceed $6,810,888, of which $375,978 will
be reimbursed by the San Antonio Water System (SAWS) for necessary adjustments to their
existing infrastructure. Funding is from the 2022 General Obligation Bond Program

5. Ordinance approving a construction contract with E-Z Bel Construction, LLC for an amount
not to exceed $11,466,500 for the Huebner Creek to Medical Center Trail from Floyd Curl
Drive to Eckert Road and Park Phase 1 construction projects for the Parks and Recreation
Department. Funding is from the 2022 General Obligation Bond and the Tree Preservation
Fund and is part of the adopted FY 2026 – FY 2031 Capital Improvement Program. [David

6. Ordinance approving the Pavement Preservation Package 18 – Modified Base Repair Task
Order Contract with AG3 Group, LLC in an amount not to exceed $1,781,148.05. Funding

Way Fund Adopted Budgets, and included in the FY 2026 Capital Budget. [John Peterek,

7. Ordinance approving a construction contract, including three additive alternates, with
Jerdon Enterprise LLC in an amount not to exceed $2,606,021.20 for the Elmendorf Lake

8. Ordinance approving the Pavement Preservation Package 3 - Advance Slurry Task Order
Contract with Intermountain Slurry Seal, Inc. in an amount not to exceed $2,435,043.

Way Fund FY 2026 Adopted Budget, and included in the FY 2026 Capital Budget. [John

Acquisition, Sale or Lease of Real Property
9. Ordinance approving the Lease Agreement with Imperial Aviation, LLC for a five-year
period commencing on November 1, 2025 at Stinson Municipal Airport. Annual revenues of
$25,995.69 will be deposited into the Airport Department Operating and Maintenance Fund.

10. Ordinance approving the Third Renewal and Amendment of the Ground Lease Agreement
with Parent/Child Incorporated of San Antonio and Bexar County, for the continued use of

Ordinance extending the La Villita Lease Agreement with the San Antonio African
American Community Archive and Museum (SAAACAM) for a one-year renewal term,
commencing on January 1, 2026, and expiring on December 31, 2026. Revenue in the

Grant Applications and Awards
12. Ordinance extending the terms of ordinance 2024-08-29-0642 to allow for the continued
expenditure of grant funds from the Governor, Public Safety Office, Homeland Security
Grants Division for the Texas Anti-Gang Program for the period of September 1, 2025
through November 30, 2025, with one additional extension not to exceed 90 days, and
authorizing the continuation of interlocal cooperation agreements with the Texas
Department of Public Safety and the Bexar County Criminal District Attorney's Office and

13. Ordinance approving the acceptance of a grant in an amount not to exceed $1,750,000.00
