Rodriguez Council Chamber in the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above referenced date and time for the following items. Once convened, the City Council will take up the following items in any order during the meeting but no sooner than the designated times. 9:00 AM: Call to Order Members of the public can comment on items on the agenda. Page: 2 Ordinance authorizing the execution of various amendments to the existing task orders under the existing Tri-Party Cooperative Agreement between City of San Antonio, Bexar County, and the San Antonio River Authority in an amount of $3,952,074 to be paid to San Antonio River Authority for project management and design and construction services as related to Zarzamora Creek Greenway located in Council Districts 5, 6, and 7. Ordinance approving the settlement of a personal injury lawsuit styled Michelle Velez v. Ordinance approving the issuance by the San Antonio Housing Trust Public Facility Corporation of its “Multifamily Housing Revenue Bonds (The Orion Apartment Homes Project) Series 2025A” and “Multifamily Housing Revenue Bonds (The Orion Apartment Homes Project) Series 2025B” for purposes of Section 147 (f) of the Internal Revenue Code, as amended and in order to comply with the organizational documents of the Issuer. Ordinance approving an agreement with the Meadows Mental Health Policy Institute for Texas to coordinate the San Antonio Mobile Mental Wellness Collaborative and provide school-based behavioral-health and counseling services in Edgewood ISD, Harlandale ISD, Judson ISD, and San Antonio ISD for an amount up to $565,190 for the term October 1, 2025 through September 30, 2026, with the option to renew for four, one-year terms for a total contract amount up to $2,825,950, inclusive of renewals. Funding for the initial term in the amount of $565,190 is from the FY 2026 General Fund Budget. Funding for subsequent years is contingent upon City Council approval of the annual budget and funds. Ordinance approving a Funding Agreement with CPS Energy in an amount not to exceed $750,000 to assist with small-scale home repairs to support CPS Energy’s Casa Verde Weatherization Program for a one-year term with the option to renew for an additional year for up to $750,000 for a total contract amount of $1,500,000. Funding is from the General Fund FY 2026 Adopted Budget. Funding for the renewal term is contingent upon City Council approval of the annual budget and funds. Ordinance amending the City’s Low Income Housing Tax Credit Resolution Policy for the issuance of resolutions of support and resolutions of no objection for applicants seeking Page: 5 housing tax credits from the Texas Department of Housing and Community Affairs. Ordinance approving Substantial Amendment #5 to the FY 2025 HUD Annual Action Plan and Budget to reprogram $1,393,680 in HOME Investment Partnerships Program (HOME) funds for the Chandler Road Development, an affordable single-family homeownership project. Ordinance amending the Development Agreement between the City of San Antonio and the owners of property within the Medina County Fresh Water Supply District No. 5, generally located southwest of Highway 211 and Tamaron Valley, in the Extraterritorial Jurisdiction of the City of San Antonio, Bexar County and Medina County. Ordinance approving a renewal of an Interlocal Agreement with Alamo Colleges District for a two-year period ending August 31, 2027 to administer education and training programs in accordance with the AACD Settlement Agreement funded by CPS Energy, including an estimated budget of $1,198,092 in FY 2026 and $1,221,029 in FY 2027.
