The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be

Individuals signing up for public comment may register for VIA bus fare or parking validation at
www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N.
Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

Ordinance authorizing the City Manager to execute the private development site acquisition
and escrow agreement among the City of San Antonio, San Antonio Spurs Holdings, LLC
and Chicago Title acting as escrow agent to accept $30 million plus closing and carrying
costs for the purpose of submitting an offer to the United States of America to purchase real
property commonly described as 727 East Cesar Chavez Blvd, 610 Indianola St., and 611
Indianola St. in accordance with the terms and conditions of the offer to purchase real

Capital Improvements
7. Ordinance 1) approving a Construction Manager At Risk (CMAR) agreement with San
Antonio Water System and Flatiron-EZ Bel for pre-construction and construction phase
services in an amount not to exceed $27,978,116 of which $2,800,000 will be reimbursed by
the San Antonio Water System and $1,471,960 will be reimbursed by CPS Energy; and 2)
amending a Professional Services Agreement with HDR Engineering, Inc., in the increased
amount not to exceed $690,121 for channel improvements, drainage culvert crossings and
utility adjustments, of which $210,603 will be reimbursed by San Antonio Water System for
a total of $3,690,506.64 as part of the Marbach Road Area Streets/Area Drainage (Loop 410
to Horal Street) project. Funding is from the 2022 General Obligation Bond included in FY

8. Ordinance approving a construction contract with Amstar, Inc. in the amount of
$6,500,181.34 for the San Antonio Police Department (SAPD) Academy Track Pavement

9. Ordinance approving the Task Order Contract for the 2026 Flatwork and Street
Improvements Package 1 with San Antonio Concepts Construction, LLC in the amount not
to exceed of $4,134,354.20 of which $99,350 will be reimbursed by San Antonio Water
System (SAWS). Funding is from the General Fund, Advanced Transportation District
Fund, and Resiliency, Energy, Efficiency, and Sustainability Fund (REES), and included in

10. Ordinance approving the Task Order Contract for the 2026 Flatwork and Street
Improvements Package 3 with F.D. Concrete, LLC in the amount not to exceed $4,753,777

sidewalk and streets construction projects. Funding is from the General Fund, Advanced
Transportation District Fund, and the Resiliency, Energy, Efficiency Fund (REES), and

and $1,000 will be reimbursed by CPS Energy. Funding is from the General Fund,

15. Ordinance approving a lease with ATP USA, Inc. at Stinson Municipal Airport for a five-

16. Ordinance approving a lease with Sky Safety, Inc. at Stinson Municipal Airport for a five-

17. Ordinance approving a lease with United Parcel Service, Inc. at the San Antonio

Grant Applications and Awards
18. Ordinance authorizing the submission of a grant application and the acceptance of funds
upon award from the Texas Department of Transportation (TXDOT) for the Off-System
Grade Separation State Fund Program in the amount of up to $8,649,552.50 with a required
cash match of up to a maximum of 10% of the project costs or $864,955.25. Funding of
$50,000 for the required cash match is from the FY 2026 General Fund Adopted Budget,
$67,794 is from the 2015 Parks Development and Expansion Venues Fund, and $747,161.25
is from the 2022 General Obligation Bond Program included in the FY 2026 Capital
