The Fire Fighters’ and Police Officers’ Civil Service Commission will hold its regular meeting in the 100
W. Houston Street, San Antonio, TX 78205, Room 10.W1003, 10th Floor beginning at 9:00 AM.
Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission will take up the
following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission shall
consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on September 12, 2022
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval to administer a District Fire Chief
Examination. The twohour written examination will be given at 9:00 AM on November 17, 2022,
Room 006 in the Henry B. Gonzalez Convention Center, 900 Market St., San Antonio, TX
78205. The eligibility list, resulting from this exam, will be valid for one (1) year after the date of
the written examination or until the list is exhausted.
3. Notice and appropriate action to approve the announcement for the Police Sergeant examination.
This two (2) hour written examination will be given at 9:00 AM on March 3, 2023, at the Henry
B. Gonzalez Convention Center, 900 East Market Street, in the Hemisfair Ballroom. The eligibility
list resulting from this exam will remain in existence for one (1) year after the date on which the
written examination was given or until the list is exhausted.
4. Notice and appropriate action regarding the approval of the eligibility list for the position of
Probationary Firefighter created from Probationary Firefighter Examination administered on
September 9, 2022. This eligibility list will be valid for a period of one (1) year from the effective
date or until the list is exhausted.
5. Notice and appropriate action to approve a list of psychiatrists to evaluate a San Antonio Police
Department applicant.

b. An agreed two (2) day suspension for Officer Edward Beltran Jr. effective September 6, 2022.
c. A one (1) day suspension for Officer Edgardo Valladares effective September 17, 2022.
d. A one (1) day suspension for Officer John M. De Leon effective September 7, 2022.
e. An agreed three (3) day suspension for Detective Jason B. Macias effective September 21,
2022.
f. An agreed two (2) day suspension for Lieutenant John Pagola effective September 12, 2022.
g. A termination for Probationary Officer Joshua Rodriguez effective September 15, 2022.
h. A one (1) day suspension for Officer Kristopher D. Rich effective September 9, 2022.
i. An agreed one (1) day suspension for Officer Levon B. Harrison effective September 20, 2022.
j. A one (1) day suspension for Officer Maria H. Tovar effective September 20, 2022.
k. A one (1) day suspension for Officer Tiffany Puente effective September 21, 2022.
l. A termination for Probationary Officer James Brennand effective October 4, 2022.
m. An agreed one (1) day suspension for Officer Samuel L. Martinez effective October 4, 2022.
n. An agreed eight (8) day suspension for Officer Randall A. Baker effective October 3, 2022.
o. An agreed three (3) day suspension for Officer Bianca G. Garcia effective October 5, 2022.
These matters have not been appealed and are therefore final.
p. An indefinite suspension for Officer Adrian Salazar effective October 6, 2022. A letter of
appeal was received on October 7, 2022.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda,
pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
