The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the City Tower 10.W1003, 10th Floor, 100 W. Houston Street, San Antonio, TX 78205 beginning at
9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on November 30, 2022
Briefing and Possible Action on the following items
2. Notice and appropriate action to approve the announcement for a Fire Lieutenant examination.
This two (2) hour written examination will be given at 9:00 AM on February 3, 2023, at the Henry
B. Gonzalez Convention Center, 900 East Market St., in Room 214. The eligibility list resulting
from this exam will remain in existence for one (1) year beginning on the first day of the month
following the month the written examination was given or until the list is exhausted.
3. Notice of SAPD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Officer Kenneth Williams effective November 29, 2022.
b. A five (5) day suspension for Officer Jose A. Pena Jr. effective November 11, 2022.
c. A termination for Probationary Officer David Orozco effective November 28, 2022.
d. An agreed one (1) day suspension for Officer Quinton X. Reinish effective November 24,
2022.
e. A five (5) day suspension for Officer Ricardo Neri effective November 23, 2022.
f. A one (1) day suspension for Officer Serena Hilliard effective November 22, 2022.
These matters have not been appealed and are therefore final.
g. An indefinite suspension for Officer Philip G. Ortiz effective November 29, 2022. A letter of
following the month the written examination was given or until the list is exhausted.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the
meeting recess into an executive session to discuss personnel and/or legal issues related to
any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071
(consultation with attorney).
