The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on July 17, 2023.
Public Comments
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval to administer a Probationary Firefighter
Examination. The twohour written examination will be given at 9:00 AM on September 8, 2023,
at the Fire Training Academy, 300 S. Callaghan Road, San Antonio, Texas 78227. The eligibility
list will be valid for a period of one (1) year from the date of approval or until the list has been
exhausted.
3. Notice and appropriate action regarding the review, discussion and possible action concerning
amendments to the San Antonio Fire Fighters’ and Police Officers’ Civil Service Commission Rule
VII – Minimum Qualifications.
4. Review, discussion, and possible action regarding an SAFD applicant appeal to beginning
positions.
a. Matt Muniz – Rule IX 16a – Temperate Habits – Eligible to reapply after 12/22/2024
5. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.

6. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Officer Andrew Nahnsen effective July 26, 2023.
b. An agreed two (2) day suspension for Officer Alejandro Villafranco effective July 27, 2023.
c. An agreed three (3) day suspension for Officer Eloy Cuellar, Jr. effective July 27, 2023.
d. An agreed one (1) day suspension for Officer Karla Carillo effective July 20, 2023.
e. An agreed three (3) day suspension for Officer Miles I. Perez effective July 27, 2023.
f. A five (5) day suspension for Officer Noah Mendoza effective July 21, 2023.
g. An agreed three (3) day suspension for Officer Vincent L. Reisiger effective July 26, 2023.
h. A three (3) day suspension for Fire Engineer Ryan Edwards effective August 2, 2023.
These matters have not been appealed and are therefore final.
i. An indefinite suspension for Officer Andrew Guerrero effective July 17, 2023. A letter of appeal
was received on July 18, 2023.
j. An indefinite suspension for Officer Gabriel S. Flores II. effective July 13, 2023. A letter of
appeal was received on July 13, 2023.
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this
agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
