The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on July 3, 2024.
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of Detective
Investigator administered on July 1, 2024.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of Police
Detective Investigator created from examination administered on July 1, 2024. This eligibility list
will be valid for a period of one (1) year after the date on which the written examination was given
or until the list is exhausted. If changes are made to the examination as a result of the Appeals
Hearing, this item will be tabled, and an amended eligibility list will be certified at a subsequent
Commission Meeting.
4. Discussion and possible action regarding the fitness for duty of three (3) San Antonio Police
Officers, pursuant to Texas Government Code Section 551.074 (personnel matters) and 551.071
(Consultation with attorney). This item will be heard in Executive Session before the Commission
reconvenes in Open Session to take action.
5. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Sebastian Gonzalez – Rule IX 9 – Employment History – Permanently Unsuitable
b. Dakota Klump – Rule IX 9b – Employment History – Permanently Unsuitable
c. D’Layne Beltran – Rule IX 9 – Employment History – Permanently Unsuitable

a. Christopher Leonard – Rule IX 16d – Temperate Habits – Eligible when not in violation of rule
b. Joseph Banda – Rule IX 13c – Use of Illicit Substances – Permanently Unsuitable
c. Gabriel Guardado – Rule IX 14i – Criminal History – Permanently Unsuitable
d. Jordan Montez – Rule IX 13f – Use of Illicit Substances – Permanently Unsuitable
7. Notice and appropriate action to approve a list of psychiatrists to evaluate one (1) San Antonio
Police Department applicant.
8. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Officer Michael G. Blanquiz effective July 10, 2024.
b. A three (3) day suspension for Fire Engineer Charles Hughes effective July 2, 2024.
c. An indefinite suspension for Firefighter Kevin Michel effective July 22, 2024. A release and
settlement agreement reduces the suspension to a ninety (90) day suspension.
d. A three (3) day suspension for Fire Engineer Troy Biela effective July 22, 2024.
These matters have not been appealed and are therefore final.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the
meeting recess into an executive session to discuss personnel and/or legal issues related to any
item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation
with attorney).
