The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on August 26, 2024.
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval of the eligibility list for the position of Police
Lieutenant created from Police Lieutenant Examination administered in two parts on May 14,
2024, and June 18, 2024. This eligibility list will be valid for 18 months from the date of
certification by the Commission.
3. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Lucille Wilson – Rule IX 13a2 – Use of Illicit Substances – Permanently Unsuitable
b. Quintell McCoy – Rule IX 14b, 14f, 14i – Criminal Activity – Permanently Unsuitable
4. Review, discussion, and possible action regarding SAFD applicants appeal to beginning positions.
a. Jorge Castro – Rule IX 13f – Use of Illicit Substances – Permanently Unsuitable
b. Nicholas West – Rule IX 13f – Use of Illicit Substances – Permanently Unsuitable
c. Issac Felan – Rule IX 8j – Compliance with Processing Requirements – Eligible to reapply for
subsequent entrance examinations
d. Corey Garcia – Rule IX 14f – Criminal Activity – Eligible to reapply when not in violation of
rule
e. Brandon Negrete – Rule IX 13f – Use of Illicit Substances – Permanently Unsuitable
certification by the Commission.

a. An agreed fortyfive (45) day suspension for Officer Arturo Mancias effective August 27, 2024.
b. An agreed one (1) day suspension for Officer Jean P. Labrador effective August 23, 2024.
c. An agreed one (1) day suspension for Officer Joshua R. Lewandowski effective August 19,
2024.
d. An agreed five (5) day suspension for Officer Jesus R. Reyes effective August 27, 2024.
e. An agreed forty (40) day suspension for Officer Kristie S. Bush effective August 30, 2024.
f. An agreed fortyfive (45) day suspension for Officer Matthew S. Sparks effective August 29,
2024.
g. A one (1) day suspension for Officer Vaughn A. HollowayDurrant effective August 27, 2024.
h. An agreed three (3) day suspension for Officer Johnny Hardaway effective September 3, 2024.
i. An agreed two (2) day suspension for Officer Joshua Torres effective September 2, 2024.
These matters have not been appealed and are therefore final.
Public Comments
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the
meeting recess into an executive session to discuss personnel and/or legal issues related to any
item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation
with attorney).
