The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on September 9, 2024.
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval of the eligibility list for the position of Police
Lieutenant created from Police Lieutenant Examination administered in two parts on May 14,
2024, and June 18, 2024. This eligibility list will be valid for 18 months from the date of
certification by the Commission.
3. Discussion and possible action regarding the fitness for duty of four (4) San Antonio Police
Officers, pursuant to Texas Government Code Section 551.074 (personnel matters) and 551.071
(Consultation with attorney). This item will be heard in Executive Session before the Commission
reconvenes in Open Session to take action.
4. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Adam Hagberg – Rule IX 14n – Criminal Activity – Permanently Unsuitable
b. Jeffrey McFadden – Rule IX 13f – Use of Illicit Substances – Permanently Unsuitable
c. Brian Castaneda – Rule IX 14f – Criminal Activity – Permanently Unsuitable

a. An agreed fortyfive (45) day suspension for Officer Juan C. Bruno effective September 19,
2024.
b. An agreed two (2) day suspension for Officer Jose A. Pena, Jr. effective September 17, 2024.
c. An agreed thirty (30) day suspension for Officer Mark A. Castillo effective September 12,
2024.
d. A one (1) day suspension for Fire Engineer Alfonso Villarreal effective September 12, 2024.
e. A one (1) day suspension for Fire Engineer Daniel Lloyd effective September 19, 2024.
f. An agreed one (1) day suspension for Officer Warren G. Zepeda effective September 27, 2024.
g. An agreed three (3) day suspension for Officer Gabriela Contreras effective October 3, 2024.
h. An agreed two (2) day suspension for Officer Jesus Monsivais effective October 4, 2024.
i. An agreed twentyfive (25) day suspension for Officer Luis F. Guzman effective October 1,
2024.
j. An agreed ten (10) day suspension for Officer Reid Butler effective October 1, 2024.
k. A one (1) day suspension for Officer Timothy M. Clark effective October 2, 2024.
l. A five (5) day suspension for Officer Thomas M. Rivas effective October 2, 2024.
These matters have not been appealed and are therefore final.
m. An indefinite suspension for Officer Abdiel Munoz effective July 29, 2024. A letter of appeal
was received on July 30, 2024.
