The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on October 14, 2024.
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval to administer a Police Sergeant examination.
This two (2) hour written examination will be given at 9:00 AM on April 17, 2025, at the Henry B.
Gonzalez Convention Center, 900 East Market Street, in Hemisfair Ballroom. The eligibility list
resulting from this exam will remain in existence for one (1) year after the date on which the written
examination was given or until the list is exhausted.
3. Notice and appropriate action regarding the approval to administer a Probationary Firefighter
Examination. The twohour written examination will be given at 9:00 AM on December 13, 2024,
at the Fire Training Academy, 300 S. Callaghan Road, San Antonio, Texas 78227. The eligibility
list will be valid for a period of one (1) year from the date of approval or until the list has been
exhausted.
4. Notice and appropriate action regarding the approval of the eligibility list for the position of
Firefighter Trainee created from Firefighter Trainee Examination administered on July 17, 2024.
This eligibility list will be valid for a period of one (1) year from the effective date or until the list is
exhausted.
5. Review, discussion, and possible action regarding SAFD applicant appeal to beginning positions.
resulting from this exam will remain in existence for one (1) year after the date on which the written
examination was given or until the list is exhausted.

a. Brandon Martinez – Rule IX 11 – False Statement of Material Fact – Permanent
Disqualification
6. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed fortyfive (45) day suspension for Officer Alexander J. Mena effective October 28,
2024.
b. An agreed onehundred fourteen (114) day suspension for Officer Connor L. Talamas effective
October 21, 2024.
c. An agreed thirty (30) day suspension for Officer Gabriel Sanchez effective October 11, 2024.
d. A ten (10) day suspension for Fire Engineer Joshua Dyba effective at the conclusion of
temporary suspension.
e. An agreed five (5) day suspension for Officer Modesto L. Gutierrez effective November 5,
2024.
f. An agreed ten (10) day suspension for Officer Mark H. Walaski effective November 8, 2024.
These matters have not been appealed and are therefore final.
Public Comments
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this
agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
