The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on November 18, 2024.
Briefing and Possible Action on the following items
2. Notice and appropriate action to approve the announcement for a Fire Lieutenant examination.
This two (2) hour written examination will be given at 9:00 AM on February 3, 2025, at the Henry
B. Gonzalez Convention Center, 900 East Market St., in Room 221. The eligibility list resulting
from this exam will remain in existence for one (1) year beginning on the first day of the month
following the month the written examination was given or until the list is exhausted.
3. Notice and appropriate action to approve a list of psychiatrists to evaluate one (1) San Antonio
Police Department applicant.
4. Review, discussion, and possible action regarding SAFD applicant appeal to beginning positions.
a. Matthew Barrera – Rule IX 14i – Criminal Activity – Permanent Disqualification
b. David Lopez – Rule IX 11 – False Statement of Material Fact – Permanent Disqualification
c. Ethan Saldana – Rule IX 11 – False Statement of Material Fact – Permanent Disqualification
5. Review, discussion, and possible action regarding SAPD applicant appeal to beginning positions.
a. Eddie Rivera – Rule IX 13f4 – Use of Illicit Substances – Permanent Disqualification
b. Derek Huggins – Rule IX 14h – Criminal Activity – Can reapply after January 1, 2033
c. Christian Ornelas Ruvalcaba – Rule IX 6 – Polygraph Examination – Can reapply after January
30, 2025
following the month the written examination was given or until the list is exhausted.

6. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Detective Jack E. Harper effective November 13, 2024.
b. An agreed five (5) day suspension for Officer Jason D. Owen effective November 13, 2024.
c. An agreed three (3) day suspension for Officer Kristina O. Cobarrubias effective November
26, 2024.
d. An agreed one (1) day suspension for Officer Michael Le effective November 26, 2024.
e. An agreed one (1) day suspension for Officer Zeth M. Scott effective November 9, 2024.
These matters have not been appealed and are therefore final.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda,
pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
