The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on February 17, 2025.
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of Fire Captain
administered on March 3, 2025.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of Fire
Captain created from the examination administered on March 3, 2025. This eligibility list will
remain in existence for one year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted. If changes are made to the examination
as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be
certified at a subsequent Commission Meeting.
4. Notice and appropriate action to approve the announcement for the Firefighter Trainee
examination. This three (3) hour written examination will be given at 11:00 AM on August 18,
2025, at the Henry B. Gonzalez Convention Center, 900 East Market Street, San Antonio, TX
78205. The eligibility list resulting from this exam will be valid for a period of one (1) year from the
date of approval or until the list is exhausted.
5. Notice and appropriate action to approve a list of psychiatrists to evaluate a San Antonio Police
Department applicant.
Captain created from the examination administered on March 3, 2025. This eligibility list will
remain in existence for one year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted. If changes are made to the examination
as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be
certified at a subsequent Commission Meeting.
4. Notice and appropriate action to approve the announcement for the Firefighter Trainee

6. Notice and appropriate action regarding the approval to administer a District Fire Chief
Examination. The twohour written examination will be given at 9:00 AM on May 8, 2025, Room
212 in the Henry B. Gonzalez Convention Center, 900 Market St., San Antonio, TX 78205. The
eligibility list, resulting from this exam, will be valid for fifteen (15) months after the date of the
written examination or until the list is exhausted.
7. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Anthony Arvizu – Rule IX 13f4 – Use of Illicit Substances – Permanently Unsuitable
b. Anthony Levya – Rule IX 8 – Compliance with Processing Requirements – Eligible May 7,

8. Notice of SAPD disciplinary suspensions without pay:
a. An agreed three (3) day suspension for Officer Ciro Gonzalez, Jr. effective February 13, 2025.
b. An agreed two (2) day suspension for Officer Daniel L. Hooker effective February 22, 2025.
c. A one (1) day suspension for Officer Felicity Y. Aguilar effective February 21, 2025.
d. A five (5) day suspension for Officer Matthew S. Bennett effective February 25, 2025.
e. An agreed three (3) day suspension for Officer Matthew S. Bennett effective February 25,
2025.
f. An agreed five (5) day suspension for Officer Rusty J. Rushing effective February 26, 2025.
g. An agreed three (3) day suspension for Officer Scott E. Knirlberger effective February 24,
2025.
h. An agreed fortyfive (45) day suspension for Officer Anthony S. Aldaco effective March 7,
2025.
i. A five (5) day suspension for Officer Abigail Bass effective March 10, 2025.
j. An agreed thirty (30) day suspension for Officer Kenneth Cortez effective March 10, 2025.
These matters have not been appealed and are therefore final.

issues related to any item on this agenda, pursuant to Section 551.074 (personnel matters) and

These matters have not been appealed and are therefore final.
