The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
14.W103 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on March 17, 2025.
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval to administer a Fire Engineer Examination.
The twohour written examination will be given at 9:00 AM on May 16, 2025, Room 221 in the
Henry B. Gonzalez Convention Center, 900 Market St., San Antonio, TX 78205. The eligibility
resulting from this exam will remain in existence for one (1) year beginning on the first day of the
month following the month the written examination was given or until the list is exhausted.
3. Notice of SAPD disciplinary suspensions without pay:
a. An agreed two (2) day suspension for Officer Esmeraldo Sanchez III effective March 25, 2025.
b. A five (5) day suspension for Officer Anthony F. Espinosa effective March 26, 2025.
c. An agreed one (1) day suspension for Officer Juan D. Silva effective March 25, 2025.
d. A one (1) day suspension for Officer Marcos Tonche effective March 24, 2025.
e. A one (1) day suspension for Officer Nicholas A. Dingman effective March 22, 2025.
f. An agreed three (3) day suspension for Officer Jason R. Hoekstra effective March 24, 2025.
g. An agreed three (3) day suspension for Officer Darius D. Smith effective March 23, 2025.
h. An agreed one (1) day suspension for Officer Paul Mandujano effective March 21, 2025.
i. An agreed two (2) day suspension for Officer Eustorgio N. Davila effective March 21, 2025.
resulting from this exam will remain in existence for one (1) year beginning on the first day of the

l. An agreed two (2) day suspension for Officer Lisa C. Lloyd effective March 12, 2025.
m. An agreed one (1) day suspension for Officer Paul Mandujano effective March 12, 2025.
n. An agreed two (2) day suspension for Officer Thomas J. Gutierrez effective March 16, 2025.
These matters have not been appealed and are therefore final.
Public Comments
At any time during the meeting, the Fire Fighters’ and Police Officers’ Civil Service Commission
Meeting may meet in executive session for consultation with the City Attorney's Office concerning
attorney client matters under Chapter 551 of the Texas Government Code.
