The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular
meeting in the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference
Room 10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’
Civil Service Commission Meeting will take up the following items no sooner than the
designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission
Meeting shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service
Commission meeting on April 28, 2025.
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of District
Fire Chief administered on May 8, 2025.
3. Notice and appropriate action regarding the approval to administer a Probationary
Firefighter Examination. The two-hour written examination will be given at 9:00 AM on
June 23, 2025, at the Fire Training Academy, 300 S. Callaghan Road, San Antonio, Texas
78227. The eligibility list will be valid for a period of one (1) year from the date of approval
or until the list has been exhausted.
4. Review, discussion, and possible action regarding SAPD applicants appeal to beginning
positions.
a. Joel Mitchell – Rule IX 14n – Criminal Activity – Permanently Unsuitable
b. Guadalupe Huerta – Rule 11 – False Statement of Material Fact – Permanently
Unsuitable
c. Jose Salazar – Rule IX 14k – Criminal Activity – Permanently Unsuitable
5. Review, discussion, and possible action regarding SAFD applicants appeal to beginning
positions.
a. Daniel Rodriguez – Rule IX 11 and 14f – False Statement of Material Fact and Criminal
Activity – Permanently Unsuitable
6. Notice of SAPD disciplinary suspensions without pay:
a. A one (1) day suspension for Officer Jerusalem M. Loera effective April 30, 2025.
b. An agreed five (5) day suspension for Officer Corey M. Babb effective April 30, 2025.
c. An agreed thirty (30) day suspension for Officer Ralph Gomez Jr. effective April 30,
2025.
d. An agreed one (1) day suspension for Officer Yousif K. Abdullah effective April 30,
2025.
e. An agreed fifteen (15) day suspension for Officer Daniel G. Casas effective April 30,
2025.
f. An agreed one (1) day suspension for Officer Xavier K. Hutchinson effective April 22,
2025.
g. An agreed five (5) day suspension for Detective Steven D. Rivas effective April 23, 2025.
h. An agreed one (1) day suspension for Officer Brandon L. Chavez effective May 1, 2025.
i. An agreed ten (10) day suspension for Officer Steven Rodriguez effective May 8, 2025.
These matters have not been appealed and are therefore final.
j. An indefinite suspension for Officer Cassidy A. Costa effective April 30, 2025. A letter of
appeal was received on May 1, 2025.
Public Comments
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this
agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
