COFFEE WITH THE COUNCIL APRIL 11, 2026 9:00 AM – COMMUNITY ROOM Present: Trustees Brian Bieschke, Jamie Clar, Mike LaRosa, Mark Madej, and Jack Sullivan Absent: Trustee Esha Patel Also Present: Andrew Buckwinkler, Assistant to the Village Manager Bill Wolf, Chief of Police Julie Fitzgerald, Director of Community Development Mike Hall, Director of Engineering and Public Works Marisa Krawiec, Transportation Program Manager Trustee Sullivan introduced trustees and staff present and briefly explained the purpose of Coffee with the Council to those in attendance for the first time. 1. Stan Giska, 1336 Princeton Mr. Giska asked about the status of the Experior project. Trustee Bieschke explained that they are in a holding pattern and the village is in constant communication with them. Mr. Giska asked when the YMCA will open and Trustee Bieschke replied that it will be this summer. Mr. Giska asked if Braintree Drive or Sprininsguth Road will be reconstructed first. Trustee Bieschke replied that Braintree Drive is starting this construction season and signs are already posted. 2. Dave Slowik, 715 Sienna Drive Mr. Slowik stated he was at the January Coffee with the Council meeting and asked for an update on when the village will get fiber providers. Mr. Buckwinkler stated that the village is still working with the providers, and the village’s legal team is in negotiations with them to make sure that all plans for fiber expansion is thoughtful. Further, the village, at this stage, believes a Master License Agreements will be brought to the Village Board and finalized this year. Mr. Slowik asked if the approval will be on the village’s website and Trustee Madej suggested Mr. Slowik sign up for the village’s weekly e-mail Progress Report. 3. Bobbi Sloan, 736 Fennel Court Ms. Sloan recommended everyone attend the Prairie Center for Arts Film Fest at 7PM that night as she attended Friday night and it was phenomenal and it is a free event. 4. Rich Wiskierchen, 308 Wakefield Lane COFFEE WITH THE COUNCIL APRIL 11, 2026 9:00 AM – COMMUNITY ROOM Mr. Wiskierchen stated that on the south side of Wakefield Lane/Braintree Drive that the utility hole overflows and backs up on people’s properties and their houses. Mr. Wiskierchen asked when Braintree Drive is reconstructed if something can be done about the overflow problem. Mr. Hall replied that it has to do with infiltration/inflow and residential tie ins (sump pump/footing drains) in Braintree area to the stormwater/sanitary system. The village has done a lot of modeling, lining, and grouting of the system to tighten up the public side of the system and staff is currently still working in that basin. Mr. Hall stated that on the private side an overhead sewer can be installed and that the village has a 50/50 cost share program. Mr. Hall stated that this is one of the ways to prevent basement backups. Mr. Wiskierchen stated that the builder was allowed to hook all the foundation drains into the sanitary system instead of installing sump pumps and he does not think it is fair when new homeowners buy into that area that they are told they need to spend $5,000-$10,000 on installing a sump pump. Mr. Wiskierchen asked how many homes there are in that situation. Mr. Hall replied about 500 houses. Trustee Madej asked Mr. Hall if anyone has taken the village up on the 50/50 program and Mr. Hall replied that one person has this year. Ms. Fitzgerald stated that most people take advantage of the program when they are experiencing issues. Mr. Wiskierchen suggested moving the problem over to the retention area on Weathersfield Way as it will only affect the wild animals and could be cleaned up after it happens. Trustee Clar stated that we want to try to stop having waste backing up and not divert it somewhere else. Trustee Madej asked Mr. Hall to provide an update on where the village is at in its inflow/outflow efforts. Trustee Madej suggested maybe having the homeowner install the overhead sewer before being allowed to sell the house as one option. Mr. Dunham suggested a special service taxing district to help spread the costs to the homeowners as they did in Meadow Knolls and Lexington Field Estates. 5. Joan Mundstock, 709 Cambridge Drive Ms. Mundstock stated that she and her neighbor have an issue with a tree that was removed and the debris that were left behind. Ms. Mundstock will speak to Ms. Fitzgerald after the meeting about the issue. 6. Richard Bolesta, 9 Pauline Circle Mr. Bolesta stated that he was in attendance at the meeting to discuss the proposed National Parkway reconstruction and presented the trustees with the attached informational documents. Mr. Bolesta went over the following topics from his document: • Impact from reducing physical width of National Parkway COFFEE WITH THE COUNCIL APRIL 11, 2026 9:00 AM – COMMUNITY ROOM • The homeowners in that area do not want National Parkway narrowed • That it is dangerous to move adult riders and e-bike riders to multi-use paths • Raise awareness that e-bike/pedestrian accidents have increased • Bar Harbour residents use National Parkway to go to Target • Only one (1) analysis has been done regarding roundabouts impacts on bicyclists • Braintree Drive roundabout is not safe at 15 miles per hour speeds which is the average entrance speed Ms. Krawiec stated that there will be a public hearing in May to discuss Phase 1 Preliminary Engineering in May and Trustee Sullivan asked that the residents of the area be notified. 7. Fred Wilson, 1006 Shannock Lane Mr. Wilson informed those in attendance that on the 3rd Thursday of every month the Schaumburg Township hosts a Veteran’s Coffee. 9. Glenn Thill, 2016 Farah Mr. Thill asked about recent social media posts regarding the two (2) recent bodies found in retention ponds (Schaumburg and Elk Grove) and if this is something people should be concerned about. Trustee Sullivan stated that these were both tragic accidents that dealt with mental health/addiction issues. Trustee Clar commented that if there was something to be concerned about that the public would be notified. 10. Ray Einig, 827 Winfal Drive Mr. Einig stated that after looking at the data provided that he agrees with Mr. Bolesta that roundabouts are dangerous for the proposed area. Mr. Einig stated that he likes the marked bike paths State Parkway/Golf Road/Summit Road. Mr. Einig stated that multi-use paths are dangerous for avid bikers and runners. Mr. Einig stated that roundabouts are scary for runners. Mr. Einig stated that he believes the village is reactive to e-bikes instead of proactive and that it is chaos. Trustee Sullivan asked Ms. Krawiec to add Mr. Einig to any public hearings on National Parkway. 11. Jayson Fate, 529 Verde Drive Mr. Fate stated that he is lives in Del Lago and has been picking up litter from Target/Raising Canes/Conant High School along Thacker Drive/Verde Drive/Emerald Drive/Higgins Road and he is looking for extra assistance in keeping the area clean either by a program, getting people more aware of littering by raising the fines, and encouraging COFFEE WITH THE COUNCIL APRIL 11, 2026 9:00 AM – COMMUNITY ROOM businesses to add outdoor cans in the parking lot. Mr. Fates stated that he called 311 and they suggested he attend Coffee with the Council. Mr. Fates asked if the village has a clean-up program. Trustee Bieschke explained that the Environmental Committee used to do a spring clean- up, but it has been converted into the spring recycling event. Trustee Bieschke explained that the village has an adopt-a-highway program where organizations can accept a portion of roadway to clean-up three (3) times a year. Ms. Fitzgerald stated that the Target shopping center is very popular and does have overflowing garbage cans and she will have code enforcement go out and remind the businesses in that center about getting more trash cans and/or unloading them more frequently. Trustee Bieschke asked if it was from in front of the store or from the dumpsters behind the shopping center and Mr. Fate replied both. Trustee LaRosa stated that it is a very busy shopping center, and he has seen the garbage cans overflowing. Mr. Fate stated that it is also Conant High School students littering. Trustee Madej stated that there are no endorsements like” Keep America Beautiful” like there use to be. Trustee Sullivan asked the Environmental Committee to look into this. Mr. Fate asked what the fines are for littering. Chief Wolf stated that the 1st offense is a petty offence with a village ordinance fine of $100, 2nd offense is a misdemeanor, and the 3rd offense is a felony. Mr. Fate stated that the association is not taking care of reported concerns. Trustee Bieschke stated that if they are code-related issues to contact code enforcement and recommended Mr. Fate speak with Ms. Fitzgerald after the meeting. Mr. Fate stated that there are constantly loud mufflers on Higgins Road. Chief Wolf stated that the village does write citations for load mufflers. Additionally, Trustee Madej informed Mr. Fate that he could file a complaint with Illinois State Police as well to make them aware since Higgins Road is a State Road.
