CALL TO ORDER
The Finance Legal Administrative General Government meeting was called to order at 7:00 p.m. by
Trustee Bieschke.

NEW BUSINESS:
1. Recommendation to Approve a New Development Agreement for the Existing Class 6B at
1050 Albion Avenue for Yamada America, Inc.
Ms. Dechant stated that Yamada America, Inc. is requesting a new Development Agreement to
bifurcate obligations of the RDA for the existing Cook County Class 6B at 1000 Albion Avenue
and 1050 Albion Avenue to reflect Yamada’s $16M purchase of the newly built 83,125 square
foot industrial building at 1050 Albion Avenue from current owner TLC Holdings Inc, LLC. The
building is currently vacant, and Yamada would be the first owner and occupant.
Ms. Dechant explained that Yamada plans to relocate from their current headquarters in
Arlington Heights and bring 34 full-time and 7 part-time employees to this new space. They will
invest $3M to build out a 10,000 square-foot office space. The building will serve as a center for
product training, research and development, engineering, and service and inventory
maintenance for the Japanese-based producer of industrial equipment including pneumatic
pumping technology and air-powered double diaphragm pumps.
Ms. Heggman stated that they are very excited about the area, to be back in Schaumburg and
that they are thankful for the support.
Trustee Bieschke asked if there are two separate agreements today? Are we creating a new
agreement with Yamada with similar terms and does it change the agreement with 1000 Albion?
Ms. Dechant answered that the only difference is that the community investment of $25,000 may
be split into two $12,500 donations to two separate community investments.
A motion was made by Trustee Sullivan, seconded by Trustee Clar, to approve a New
Development Agreement for the Existing Class 6B at 1050 Albion Avenue for Yamada America,
Inc. Vote 3-0. All Ayes

2. Recommendation to Approve the TIF Redevelopment Agreement for the Loeber Farm
Development Between the Village of Schaumburg and Nitti Group, LLC
Mr. Frank stated that the TIF term sheet that was presented in November and laid out the
assistance required for the extraordinary cost of the development by Nitti for the Loeber farm
property that was for $4.8 million. We built the redevelopment agreement and worked with our
counsel and Nitti's attorneys to lay out the framework of this plan. It outlines the reimbursement
plan similar to other TIF RDAs, and there's a 10% contingency holdback upon completion. We've
received a construction schedule outlining the next two years, the 122 units will be constructed in
different phases.

Mr. Frank continued by saying that we also worked with SB Friedman to do some of the TIF
projections to see how quickly the village will get reimbursed the $4.855 million. They anticipate
about $17 million in TIF increment from this project when the TIF expires in 2038. We think this is
a good addition to Schaumburg. We are almost through the process of the TIF amendments, so
that will go with this item at the next board meeting.
Trustee Bieschke stated that we are all familiar with this process and asked about the
reimbursement process. Will the reimbursements be paid before the increment from the parcels
generate revenue?
Mr. Frank answered affirmatively.
A motion was made by Trustee Clar, seconded by Trustee Sullivan, to approve the TIF
Redevelopment Agreement for the Loeber Farm Development Between the Village of
Schaumburg and Nitti Group, LLC. Voice Vote 3-0. All Ayes

3. Finance Department Monthly Report for March 2026
Ms. Petersen stated that there are a few highlights in this month’s report. Sales and Home Rule
Sales tax hit the highest ever with Sales tax generating over $5 million and Home Rule Sales tax
generating over $3 million in one month. Additionally, she stated that last month we saw a
significant increase in delinquent taxpayers for food and beverage and hotel/motel tax. This
month we are back to normalized delinquencies, so you will also see a bump in both revenues
this month as some of the payments in March are catch-up payments for February.
A motion was made by Trustee Sullivan, seconded by Trustee Clar, to recommend the Village
Board accept the Finance Department Monthly Report for March 2026. Voice Vote 3-0. All Ayes

4. Recommendation to Approve the Metropolitan Mayors Caucus Membership Dues
Ms. Hewson explained that these are our annual dues and membership in this caucus is very
advantageous for the Village. The Mayors Caucus develops consensus positions on a broad
range of key issues facing the Chicago region and is a strong advocate for their adoption at the
federal, state, and local levels of government.
A motion was made by Trustee Sullivan, seconded by Trustee Clar, to recommend the Village
Board to approve the Metropolitan Mayors Caucus Membership Dues. Voice Vote 3-0. All Ayes

5. Recommendation to Extend Lobbying Services Agreement with Thomson Weir, LLC for
FY 26/27
Ms. Hewson stated that this is our annual agreement with Thompson Weir who provides a lot of
information that is distributed to us on a weekly basis through email. This is critical information as
we interact with our legislators and there will be more activity as bills start to move through the
House and Senate. The Village Manager summarizes the information and highlights the pertinent
information to the Village of Schaumburg so that everyone has it.
Trustee Clar stated that the summaries are very helpful.
A motion was made by Trustee Sullivan, seconded by Trustee Clar, to extend Lobbying Services
Agreement with Thomson Weir, LLC for FY 26/27. Voice vote 3-0. All Ayes.

6. Schweikher House Preservation Trust 2025 Annual Report - Informational
Mr. Wenger stated that they did very well last year. We broke all of our previous numbers for
visitors, increasing our total visitors by 18% year over year to 2024. So now we're just under
2,000 visitors a year. We had a great fundraising event this past year. There was a nice profit of
about $8,000. The Trust received about $46,000 in donations this past year from over 40 donors.
Another generous donation of $25,000 was from the Tribune Companies as part of the 6B
(mentioned earlier). We received two grants last year from the Illinois Arts Council and our
endowment also received a bump so we're currently carrying a high balance. Well, as of today, it
went down a little bit, but from the time that this was printed, we're at a little over $60,000 in our
endowment.
A motion was made by Trustee Sullivan, seconded by Trustee Clar to accept the Schweikher
House Preservation Trust 2025 Annual Report as Informational. Voice Vote 3-0. All Ayes.

7. Recommendation to Approve Third Year Renewal for the Three-Year Contract with Tyler
Technologies (MUNIS)
Mr. Schaak explained that the Village uses Munis by Tyler as its ERP and primary accounting
system of the organization. This is year three of our current three-year contract and the cost is
$385,460 no changes just continuation of what we're doing.
Trustee Bieschke asked if any other vendors offer this?
Trustee Clar also asked if there is any chance of this being integrated with OpenGov?
Mr. Schaak answered there are not other vendors that offer Munis, but, of course, there are other
ERP systems. Further, he stated that there is some integration with OpenGov.

Renewal for the Three-Year Contract with Tyler Technologies (MUNIS). Voice Vote 3-0. All

8. Recommendation to Award Bid for the Purchase of Fortinet Support Renewal and
Endpoint Client Subscriptions to Saitech Inc.
Mr. Schaak stated that there are no changes and that this is just an annual maintenance contract
for Fortinet Support and Endpoint Client subscriptions that we are purchasing from Saitech
A motion was made by Trustee Sullivan, seconded by Trustee Clar to Award Bid for the
Purchase of Fortinet Support Renewal and Endpoint Client Subscriptions to Saitech Inc. Voice
Vote 3-0. All Ayes.

9. Recommendation to Approve a Purchase Order for Security Video System Server
Upgrades from Pace Systems, Inc.
Mr. Schaak explained that the village operates a significant number of security cameras across
all the facilities. The hardware that does the recording of those cameras is due for replacement.
Further, he said that since devices are scheduled for replacement, we sought some expert
advice from Robert Grossman. Mr. Grossman helped us work, prepare the RFP, analyze the
results, and then ultimately come to this recommendation, which is to use PACE for that
purchase. Mr. Schaak said we are significantly under budget for this project, we budgeted
$250,000, and this came in at $178,044.60.
A motion was made by Trustee Sullivan, seconded by Trustee Clar to Approve a Purchase Order
for Security Video System Server Upgrades from Pace Systems, Inc. Voice Vote 3-0. All Ayes.
10. Recommendation to Allocate the Village of Schaumburg Tax-Exempt Private Activity
Bonding Authority to the Town of Normal for the Assist Homeownership Program
Mr. Frank stated that Village of Schaumburg is getting about $10 million in private activity
bonding authority. We normally go out and promote this to industrial users, so we put the
opportunity on our website, Industrial Insider, and so forth. We did not get any interest, so we
went back to Normal’s homebuyer program, which we've done in the past. It’s a group of
communities that come together to offer a first-time home buyer program that offers a $2,000
credit on mortgage interest. So, it really helps those folks that income qualify within the home
purchase price and we see value in this assistance. Additionally, it meets some of our CDBG
goals. The village will be working with our local real estate agents to make them aware of the
program, to help folks get into Schaumburg units. Business development commission reviewed
this last Monday and recommended approval.

A motion was made by Trustee Clar seconded by Trustee Sullivan to Allocate the Village of
Schaumburg Tax-Exempt Private Activity Bonding Authority to the Town of Normal for the Assist
Homeownership Program. Voice Vote 3-0. All Ayes.
11. Recommendation to Adopt an Ordinance Amending the Fee Schedule to Adjust Rates for
the Al Larson Cultural Center
Mr. Thorpe stated that this is the third year doing this, where we adjust fees in April so they are in
place prior to the new season of events at the PCA.
Ms. Weiler added that a couple years ago we changed our rental rates, so this is a year where
we're increasing rates as labor costs are consistently increasing between five and 10 percent.
She said we are making some adjustments in our equipment fees in our audio packages, too.
We lowered the cost of our microphones in the hope that more shows will actually rent our
equipment versus bringing in outside equipment, which is subpar quality and, at the end of the
day, it's a reflection on our venue.
Trustee Bieschke asked why there are different rates for renting the theater stage?
Ms. Weiler answered that it should say “Monday through Thursday” for the $125 to $140 per
hour pricing and “Friday through Sunday” for the $175 to $190 per hour pricing. These changes
will be added to the schedule.
A motion was made by Trustee Clar seconded by Trustee Sullivan, to Adopt an Ordinance
Amending the Fee Schedule to Adjust Rates for the Al Larson Cultural Center. Voice Vote 3-0.
