I have reviewed the minutes, and they correctly represent the actions taken by thc committec Bill Wolf, Pol IC cf PUBLIC SAFETY COMMITTEE MEETING January 8, 2026 7:00 PM Members Present Chairman Jamie Clar Trustee Michael LaRosa Trustee Jack Sullivan Olhcrs Prcscnt Paula Hewson, Deputy Villagc Manager Bill Wolf, Police Chief Fabio Puccini, Deputy Fire Chief Michael Rons, Fire Marshal APPROVAI, OF- MINUTES: Chairman Clar called the Public Safet-v Meeting to order at 7:00 pm. Trustee Sullivan made a motion to approve thc minutcs from thc meeting of November l3' 2025. Motion was seconded by Trustec LaRosa Two aycs. Motion carried. \}-\}'BUSI\I]SS: l. Recommendation to Adopt an Ordinance Regarding the Regulation of Ele ctronic Vehiclc Charging Stations and Lithium-Ion Batteries Chief Puccini explafred that the request is to amend our current ordinance for parking garages as it relatcs to EV charging slations. He said specifically what they are looking at is where they put the charging stations within the parking structure. Additionally, depending on where the charging stations are located, requiring a sprinkler system within the parking garage. Chief Puccini said that as they are leaming more about EV cars and have had issues with them, a majority of the time the issues are when the vehicles are being charged, specifically car fires. Some ofthe hazards and hurdles that the firefighters have faced are when they are interior deep into the building, it's hard to get access to the fires. they spread and it's nrore difficult to control them. Which causes them to worry about the fircs spreading to other vehicles. They would hke to try to lrnit where they put the EV chargers, ideally if they have an outside portion of the parking lot that would be most idcal. Top deck or on an exterior most portion ofthe parking garage would be the last best options. Ifthe only option would be to have it on an intenor portion of the parking garage, the ordinance would say that they would be required to have a spnnkler system, it minimizes collateral damage and maintains the ability to extinguish the fires. Thcre was some discussion about how difficult it is to put thcsc types of fircs out. Chief Puccini said thc dcpartmcnt purchased specialized nozzlc called thc Turtlc, in addrtionto fire blankcts, bur they don't come without their own failures. However, when they upgrade the EV chargers. they will be requued to move them to an approved location, if they aren't already, or urstall a sprinkler system. Trustee Sullivan madc a motion to recommend the Village Board amend Ordinance Titlc 15, Chapter 3, Section 157, with Regard to the Rcgulation of Electronic Vehicle Charging Stations and Lithium-Ion Battteries. Seconded bv Trustee LaRosa Motion Carried. 2. Northwest Central Join Emergcncy Management Systcms (JEMS) Annual Report2024 - 2025 - Informational JEMS put out their annual repon, Chief Puccini gave an overview. We've been part of JEMS since it was founded in 2016 and there are currently thirteen municipalities that a part of the organization. One ofthe bigger accomplishments this year was breaking offas their own organization and instead of working under NWCD. We gct a lot of cooperation amongst the members as well as emergency opcrations programs. JEMS also recently formed the Northwest Central JEMS Incident Management Assistance Team (IMAT). This new team was created to support NWCD communities in the mstance of a prolonged incident. The leam ofpolice, fire, and public works could be deployed to provide extra support during an emergency. JEMS has been acquiring equipment that we can use, for cxample they've gotten barriers that we used at Septemberfest. Additionally, they've provided hours of emergency management training. As well as hosted emergency exercises that we've participated in. Their future goals include focusing on the new IMAT team and have personnel cenified to panicipate.
