MINUTES Scranton Civil Service Commission Meeting Held on March 4, 2025 City Council Chambers Scranton City Hall 1. Pledge of Allegiance Completed. 2. Roll Call Roll call was taken. Commissioners Solfanelli, Hume, and Bogaczyk were present. Solicitor Kennedy was present. There was a quorum. 3. Public Comment Mr. Allan Lucas discussed Mr. Ryan Filipkoski's placement on the certified Lieutenant's list and the issue regarding years of experience as a firefighter under the collective bargaining agreement versus years of experience as a Scranton firefighter. Mr. Lucas also discussed the notice for the current Lieutenant examination regarding the years of experience requirement. Mr. Terry Thompson asked for information regarding the certified list for entry-level police officers. 4. Minutes The Minutes of the February 4, 2025, meeting were approved by unanimous vote. 5. Bills and Invoices A. The Commission approved the payment of the Invoice from Atty. John Kennedy. Jan 2025 for $883.50. B. The Commission approved the payment of the Invoice from National Testing Network No. 17688 for $1,750.00. C. The Commission approved the payment of the Invoice from Bucks County Community College for $3,600.00. 6. Unfinished Business A. The Commission unanimously approved keeping the Police Department passing scores with National Testing Network for one year. B. There was a discussion regarding the Scranton Police Patrol Officer position posting on NTN on January 25, 2025. C. There was a discussion regarding the Fire Dept. Civil Service Exam Chauffeur on May 17, 2025. The Commission decided to request a proctor for the examination. D. The Commission discussed the Police Department First Line and Second Line Supervisor Examinations. The Commission instructed Solicitor Kennedy to request the testing materials from the Pennsylvania Chief of Police Association. E. The Commission discussed the Police Department Detective Examination. Per a request from the Chief of Police, this examination will be put on hold for a short time period. F. The Commission heard from Mr. Allan Lucas and the Chief of Police regarding the upcoming Lieutenant examination. Mr. Lucas agreed that the examination needs to go forward but had questions about the years of experience required for the testing. G. The Commission discussed the request to remove Ryan Filipkoski from the certified Lieutenant’s List. There was discussion that years of experience in the past has always meant years of experience within the Scranton Fire Department. Mr. Allen Lucas argued that the union's collective bargaining agreement states only that years of experience "as a firefighter" is required. The Commission voted unanimously to not remove Mr. Filipkoski from the certified list for Lieutenant and that the Commission would not interpret the meaning of the language in the collective bargaining agreement for the Fire Department. J. Police Entry Oral Examinations Certified List was discussed. Police Chief Carroll mentioned that there is a background search for one applicant that is still unfinished. 7. New Business A. The Resolution regarding the amendment to Civil Service Rule Section IX.1.2.i (changing the promotional examination weighting from 60% written and 40% oral to 40% written and 60% oral) was discussed. The Resolution was signed by all Commission members and will be forwarded to the Mayor. 8. Adjournment After a motion and a second, the meeting was adjourned.
