MEMORANDUM Community Development Department To: Michael Lynk, Chairman and Appearance Commission Members From: Peter Peyer, Community Development Director Carrie Haberstich, Planner Nathan Kriska, Building and Zoning Supervisor Brian Augustine, Zoning Administrator Date: January 4, 2013 SUBJECT: APPEARANCE COMMISSION/CASE SUBMITTAL – STAFF REPORT Staff offers the following comments on the cases scheduled for the January 9th Appearance Commission meeting: RESIDENTIAL REQUESTS 2012-062A (8108 Kildare) The petitioner discussed several options with Building Division staff in late December. Some, but not all, of the unmet dimensional requirements such as setback, overall height, floor area ratio, impervious area, and building area may be resolved with the contemplated design changes. The front setback of the home must align with the setbacks of the neighboring properties, and the proposed entry porch cannot encroach more than 3 feet into the front yard and cannot have ground support. This proposal was submitted for review at the Wednesday, December 19, 2012, Zoning Board of Appeals (ZBA) meeting, requesting approvals for 5 variations. The case was continued to the Wednesday, January 16, 2013, meeting. 2013-003A (8227 Hamlin) A Certificate of Appropriateness was approved at the November 2012 meeting for repairs to this fire-damaged home. The petitioner is returning with a request to add a second floor toward the back of the house. It is recommended that the Appearance Commission members discuss design details such as: (1) adjusting the second floor plan in an effort to increase the size of the windows facing the street, (2) using casement windows throughout, (3) providing trim and sills around the proposed windows, (4) providing a dimension for the vinyl siding reveal, (5) using corner boards with the vinyl siding, (6) providing more masonry on the first floor to meet the 50% masonry requirement, and (7) coordinating the alignment/size/proportion of the second floor windows with the first floor windows. VOSDOCS-#421312-v1-January_9_2013_Appearance_Commission_Meeting_Report 1 COMMERCIAL REQUESTS 2012-056A (7096 Carpenter) A new design for Sandberg Jewelers is expected to be provided at the meeting. At the December 2012 meeting, the Appearance Commission unofficially supported a simple parapet design for this tenant space. 2012-064A (7550 Kostner) No new material has been submitted. An application for the consolidation of 7 Property Identification Numbers (PINs) will be necessary prior to the issuance of a sign permit. 2013-001A (4749 Golf) Staff has some concerns with the overall design, including the lack of windows on the east/north/south elevations and the need for screening of rooftop HVAC equipment that may be installed. The petitioner should confirm whether or not the entrance tower is a 4-sided box in volume from floor to rooftop, and the interior sign is a minimum of 36” away from the window surface. Please note that the building design in the large drawing set differs from the building design of the smaller sign plan set. The directional signs must be reduced to 30” in height and 4 square feet per sign face. All window signs must comply with the Sign Code, including a maximum 25% of window area. Only 1 wall sign per street frontage is allowed, so relief from the Sign Code will be necessary. This proposal is expected to be reviewed at a February Plan Commission meeting for site plan approval. 2013-002A (4907 Oakton) Staff has concerns with the use of wood on the exterior, as Downtown Skokie buildings are primarily of masonry construction. An application for the dedication of the northern 7’ of the property for public right-of- way purposes must be submitted to the Village prior to the issuance of a building permit. The Village will cover the costs to prepare and record the Plat of Dedication. 2013-004A (7145 Central) Materials were submitted for the Carter’s tenant space, and the design appears to comply with the Commission’s preferences expressed at the December 2012 Appearance Commission meeting.
