MEMORANDUM Community Development Department To: Michael Lynk, Chairman and Appearance Commission Members From: Peter Peyer, Community Development Director Carrie Haberstich, Planner Nathan Kriska, Building and Zoning Supervisor Brian Augustine, Zoning Administrator Date: August 13, 2013 SUBJECT: APPEARANCE COMMISSION/CASE SUBMITTAL – STAFF REPORT Staff offers the following comments on the cases scheduled for the August 14th Appearance Commission meeting: RESIDENTIAL REQUESTS 2013-031A (4039 Enfield) Staff has no objections with the overall design; however, it is recommended that a beam be placed atop the columns of the back porch, and a 50% waiver of the masonry requirement be granted. 2013-032A (4951 Coyle) Staff has no objections with the overall design; however, more windows on the west elevation are recommended. A suggested alternative is to add one window to each bathroom. Technical items to be addressed include verifying the distances of the front yard setbacks of the neighboring houses, submitting an updated survey, and meeting the Village’s parking requirement. 2013-033A (9359 Ridgeway) Staff has no objections with the overall design. COMMERCIAL REQUESTS 2013-034A (4849 Oakton) Staff has no objections with the overall design; however, there is a concern regarding maintenance, since the existing brick façade will be partially exposed and covered by furring strips and smooth Hardiplank batten boards. 2013-035A (5432 Howard) Staff recommends denial of the request, as the purpose of the parapet addition is to accompany a sign that does not comply with the Village’s Sign Code requirements, including §82-24 where the maximum changeable copy sign area is 25 square feet (a 200 square-foot sign is proposed); §82-28(b)(2) where the maximum VOSDOCS-#434662-v1-August_14_2013_Appearance_Commission_Meeting_Report 1 sign area shall not exceed 20% of the wall to which it is applied (44% is proposed, assuming the wall area is 21’-2” tall by 21’-4” wide); and §82-28(b)(4)a. where the wall sign shall not extend over the top of the façade of any building to which it is attached (a new parapet wall is proposed, extending six feet above the existing parapet wall and just wide enough to accommodate the proposed sign). In addition, there is a concern that the digital display will change more than once every 24 hours (§82-2 states that the imagery of a “flashing sign” shall not change more than once in a 24-hour period). 2013-036A (4830 Dempster) Staff has no objections with the overall design; however, it is recommended that additional design details be added to the Niles Center façade. A suggested alternative is to replicate the shallow yellow arch and oyster color concept from the Dempster façade to the Niles Center façade. In addition, it is recommended that the drive-through payment and pick-up window bay color match the oyster color on the Dempster façade. The existing ground sign is proposed to remain. A technical item to be addressed is §118-144(2)d. of the B3 Business district requirements where at least 60% of the first floor building frontage along a public sidewalk or required landscaping yard shall be of transparent glass. 2013-039A (9625 Skokie) Staff has no objections with the entrance design; however, it is recommended that the concepts of painted brick, the use of a gray color palette, and the coordination of the design with the rest of the center, be discussed during the Commission’s review. NEW SINGLE-FAMILY DEVELOPMENT REQUESTS 2013-037A (8063-8113 Floral – East) Eight single-family homes are proposed for the east side of Floral Avenue, across the street from other single- and multiple-family homes, and north of Brown Street. The proposed planned unit development is expected to be on a Plan Commission agenda this fall. All homes are expected to have alley access. Staff has no objections with the overall proposed design and commends the petitioner for putting much thought into the design details. The design theme is in the “Bungalow” style with an “Arts and Crafts” influence. Each home is expected to have a unique façade design, and no two facades may be alike within four homes in any direction. Every home will have a front porch and be two or three stories tall. There will be two general house types: 1. Single-family home 2. Coach house VOSDOCS-#434662-v1-August_14_2013_Appearance_Commission_Meeting_Report 2 A variation in five of the following elements will ensure the required variety in the front elevation: 1. Height 2. Major roofline profile 3. Major roofline detailing 4. Column detailing 5. Roofline at porch 6. Window groupings 7. Trim detailing In addition, variations in four of the following materials are needed to be different: 1. Major wall material 2. Secondary wall or eave material 3. Accent materials 4. Columns or piers 5. Trim detailing 6. Roof Lastly, the color palette of two of the three materials must be different: 1. Secondary wall material 2. Accent materials 3. Roof 2013-038A (8126-8158 Floral – West) Seven single-family homes and 12 coach houses are proposed for the west side of Floral Avenue, across the street from Veteran’s Memorial Park, and south of Cleveland Avenue.
