(II) APPROVAL OF MINUTES A motion to approve the minutes of the October 11, 2023 meeting was made and approved. (III) CASE DESCRIPTION Case 2022-067A – 4600 Main Applicant: Arie Crown Hebrew Day School Owner: Luz & Associates #1LLC Request: New Residential Development Discussion and Interested Parties Attorney for application stated that all items that Appearance Commission had requested changes on in the previous meeting were addressed in the rendering. The architect presented the updated plans. The items that were adjusted were: 1. The north private road way was reduced from 24’ to 20’ in order to increase width of landscape islands. 2. Impermeable area has been reduced to 65%. 3. The fence proposed on the north side is a treated board on board wood fence. The finished side will face north. A cap board will be added to the top to preserve the fence. The fence will have a 42’’ foundation set in concrete. 4. The fence along the public way (for the north parks) and south edge of the park will be removed. A small fence will be added to separate parking spaces from parkway with some additional landscaping. 5. Two exterior lights are planned; one at entry canopies and front doors recessed to shine down on stoop and a surface mounted fixture to sit above garage doors. 6. Vast majority of hardy panel siding has been removed with exception between 2nd and 3rd floor windows. The color has been changed to muted grey. The brick red and tan brick color from previous meeting will remain, along with the addition of third brick color. Brick patterns were added, as well. 7. Single canopy will cover entries. The brick between windows will utilize basket weave pattern. Chairman DaMario asked for clarification on where the stacked bond will occur. The architect responded that between the 1st and 2nd units, stack bonds are shown along with address number. They exist in three spots where unit entries are to define which address is which home. Chairman DaMario asked if hardy cement board shown at the previous meeting is being replaced. The architect responded, yes. Windows will be changed from white to dark charcoal fiber glass. Dark cast stone has been added above 2 story windows, transcend windows and sills. Metal cornice at the top is taller than in previous rendering to create shadow lines and to define townhouse segments. The paint color of the front doors has been changed from blue grey to slate grey. Commissioner DaMario asked if side light area by entry doors will have privacy glass. The architect responded that they will likely be clear, but window treatment may be provided. The architect said that he wanted visitors approaching front door to be visible. Commissioner Maschek said that his points from the previous meeting were addressed. He liked several of the changes made. He asked if the light fixtures could be of a lower wattage. Commissioner Klein liked the enhanced greenspace. Public Comments Speaker 1: Stated that a petition was signed by 135 neighbors objecting to project. The speaker is dissatisfied with Village officials. Speaker 2: Speaker showed a slideshow that presented opinions from neighbors on the design of the building. He said that the façade was an improvement from previous submittals but still described it as patchwork and busy. The speaker asked what the reason was for introducing additional façade materials. The petitioners said that no one design will make all parties happy. He added that brick fits with the neighborhood and that design should challenge the times rather than looking back. The architect tried to achieve a base, middle, and top design approach. The architect added that different materials and colors will give residents a greater sense of individuality. Speaker 2 returned. He asked what was meant by the comment that the two-toned approach was not well received. He said that the neighbors liked it. (III) RECOMMENDATION AND VOTING A motion was made to grant a Certificate of Appropriateness to Approve as Presented with the stipulation that a low voltage LED light product is utilized for the site. Typically staff prefers masonry, but since the addition is not visible from the street and the 50% minimum masonry requirement for the entire home appears to be met, staff does not object to the proposed hardie plank siding as long as the color compliments the existing building. 2023-042A 5134 Farwell Ave – Staff has no objections to the proposed front addition. This is the second addition at this location this year. The owner previously appeared before the Commission, in June 2023 (2023-17A), for a rear addition and some minor elevation changes. One condition from the previous meeting was regarding siding and that it be uniform, either all horizontal or all vertical. NON-RESIDENTIAL REQUESTS 2023-040A 4999 Old Orchard Center E45 – Staff has no objections to the materials used for the proposed façade changes. The white Cove Dutch Lap Siding softens the corner of the predominantly masonry building. Per the Sign ordinance, the tenant is only allowed one wall sign on the north wall facing the parking lot. Staff recommends consistency with code and that one wall sign be removed from north façade The applicant must bring in samples of the materials to clarify color and texture of the proposed material being used.
