(II) APPROVAL OF MINUTES A motion was made by Commissioner Naumiak to approve the minutes of the December 20, 2023 meeting The motion was seconded by Commissioner Maschek. Chariman Lynk asked if the business was existing The petitioner responded that the restaurant was existing. Commissioner DaMario if windows were being replaced with garage. Commissioner Maschek asked if door would be aluminum colored. Commissioner Maschek asked if the sign was what is changing. He added that the signage may be more effective as presented. Staff added that permit will be required for final approval on signage. Chairman Lynk asked if a blade sign was being proposed. Staff said a blade sign is being proposed to replace the previous wall sign design. Chairman Maschek said this proposal seemed more appropriate for downtown. Chariman Lynk asked what kind of business this was for. The petitioner replied that it would be a hot pot restaurant. Commissioner DaMario if the glass and windows are also under review. The petitioner said tinted windows would be added. Chairman Lynk asked if the brick would be painted. The petitioner responded, yes. Chariman Lynk asked about the kind of brick. Commissioner Maschek said the front is a pale yellow face brick. Chairman Lynk said he was ok with proposal but suggested wrapping the grey to above the windows along the side. Recommendation and Voting A motion was made to grant a Certificate of Appropriateness to approve as Presented, with the option of extending the grey painted brick around the corner, above the windows, at the owner’s discretion. The vote is unanimous. Chairman Lynk said the red brick rendering appeared barn colored and that the yellow looked bright. The petitioner brought hardy board sample to provide better depiction of proposed coloration. Chariman Lynk said he was ok with the colors provided that they are harmonious with what is provided. Chairman Lynk added that the design was cool. Commissioner Maschek said it looked like it will fit in with the neighborhood. He added that the angled room with skylight would provide natural light. He concurred with Chairman Lynk that the design was hard to visualize in two dimensions. Recommendation and Voting A motion was made to grant a Certificate of Appropriateness to approve as Presented, with the sample colors provided. The vote is unanimous. Chariman Lynk stated that an emailed comment was received but did not read it because author was not presented. Staff displayed design that was approved at October Appearance Commission. 3 Commissioner Maschek said the current propsal has more cove material while the original was sleeker and simpler. Chairman Lynk asked what was different between the previous and current design. The petitioner described the original design as a canopy held up by brackets and recessed lights. He added that it would’ve been about 400 pounds and may not be able to be held securely by brackets. The petitioner compared the current proposal with the nearby Zelda’s Catering. Chairman Lynk asked if the current proposal has a protruding façade. The petitioner responded, yes. He added that there was now a steel frame holding it together and that it was safer. The petitioner requested approval of the new façade for the sake of structural integrity. Chairman Lynk asked about the additional signage on the new rendering. The petitioner added that a permit would be applied for the additional language. Staff said the additional signage was approved as a proportion of the façade. Commissioner DaMario asked how much the façade would extend beyond store front. The petitioner responded, 3 feet. Commissioner Pathak asked about supports. The petitioner said the original was being supported by brackets, but that the proposal did not need the brackets and would be supported by a steel frame. Commissioner Naumiak said the concern about support was reasonable. The petitioner said he thought the design looked good and was an improvement for the area. Commissioner DaMario asked if the canopy was existing. The petitioner responded, no. 4 Commissioner DaMario wanted to clarify that the contractor suggested that the tie backs were not sufficient to suspend the proposed canopy. Staff added that a permit was received to build the originally approved design. Commissioner DaMario questioned whether the petitioner did not trust the design professional. Staff added that a permit was approved but that it was being constructed differently than was approved. Staff added that an inspection was denied because it was matching the new proposal rather than the previously approved proposal. The petitioner added that the contractor was concerned by the structural integrity. Commissioner DaMario asked if the change was a matter of finance. He added that he was not convinced of the structural integrity claim. Commissioner Maschek added that it seemed this proposal would be heavier than a canopy. Chairman Lynk said that he understood the concern but that proceeding without approval was a problem. The petitioner added that he was on vacation while the work was being done. Chairman Lynk suggested that petitioner should consult architect and tell them that the original design was preferred and to consult a structural engineer if there is a concern about structure. Chairman Lynk inquired about the canopy material. The petitioner was unsure. Staff asked if the petitioner had anything from an architect or engineer stating that the original design would not work. Chairman Lynk said that the contractor should consult with architect if there are concerns. He added that the petitioner should come to the next meeting after consulting with architect about the original design or something similar to it. The petitioner maintained that the recessed lights were an important feature because the area is dark at night. 5 The petitioner stated that he was an investor in the area and that he did well at a different location in Skokie. He added that he wanted to create a vibrant and lively place to attract visitors from the area. Commissioner DaMario stated that both designs would accomplish that. He added that if the petitioner had come to the commission with 2nd thoughts, it likely would’ve been approved. He said that the structural integrity of the original design should be reevaluated and if it is found not to be flawed, it must be built as originally approved. Chairman Lynk said consult with architect and team, and obtain a structural analysis, if deemed necessary. The documentation should be submitted to the Village by the deadline for the next meeting on March 27th. He added that the information should be presented to the Village prior to the Appearance Commission. Recommendation and Voting No vote. The petitioner said that the glass is solar panel and that the same material would be continued south and west. Commissioner Maschek asked what the garage was for. The petitioner replied, executive parking. The Commissioner added that it was an unusual request for a commercial building. The architect said that the Dempster St side will be the same as the rest of the building and that the garage facing Crawford will match in color. Staff commented on parking requirements. Commissioner Maschek was curious if parking requirements would be maintained. Staff explained zoning and engineering requirements related to the garage to Commissioner Pathak. The petitioner said low shrubs would remain on Dempster St so that they do not interfere with the solar panels. Commissioner Pathak asked if vehicles would be able to safely turn out of the garage. Staff responded by referencing required turning radius. The petitioner affirmed that this would be met. Commissioner Shah asked if the garage entrance was facing Dempster St. The petitioner responded, Crawford St. Commissioner Mascheck said the proposal does not quite fit because the current windows fit within the panels, but that the proposed garage door would not meet the same module. The petitioner said the grid system of the existing building would be matched with exception to the windows. The angled canopy was added to minimize shade from the west side. He added that sloping the roof was considered but would not blend well with the existing flat roof element. Commissioner Maschek asked if the garage door could be raised. The petitioner said the window could be removed. Commissioner Maschek asked if the door could be raised to the windows at the top. Recommendation and Voting A motion was made to grant a Certificate of Appropriateness with the condition to raise the garage door to match the window height and no window on the door. The vote is unanimous. Commissioner Maschek asked about the planter and sight distance triangle. The petitioners replied that the planter would be moved should it be within the sight distance triangle. The petitioners stated that the red brick would remain and be refurbished and that glazing will be a clear aluminum. Commissioner Klein said that she liked it. The petitioners stated that the project was an adaptive reuse of an existing building that would be made to look more residential and would include residential apartments. Chairwoman Naumiak asked about additional landscaping at the garage area on the west end. The petitioners stated that a landscape screen would be created. Chairwoman Naumiak asked if the parking lot would be reused. The petitioners responded that the north tower would include 1st floor residential as well as additional landscaping. Chairwoman Naumiak asked if the parking deck would have a pool. The petitioners affirmed and said that additional planters would be added in this area. Commissioner Pathak said he had no objections. Chairwoman Naumiak asked how many units would be built. The petitioner said that 245 units ranging from studios to 3 bedrooms would be built. Chairwoman Naumaik asked if the building had a basement. The petitioners replied, no. Commissioner Shah asked if the parking would be connected to the residences. The petitioners said that a bridge connection would connect towers to parking. Commissioner Klein stated that the listing of the landscape plan was huge. Commissioner Shah asked if the facade would stay the same. The petitioners responded that the facade would be altered to allow for recesses for the balconies as well as inserting windows in areas to comply with ventilation codes. The petitioner added that an adaptive reuse can be done faster and with less impact on the community than replacing a building. The bay window in the rear yard appears to be cut off now that the addition is there. The rear elevation looks as though there are two different buildings adjoined together when it should look one unified building. Staff is unsure what exact color the siding is going to be and has concerns about its compatibility with the existing home. NON-RESIDENTIAL REQUESTS 2024-001A 8018 Lincoln Ave – Overall staff has no objections to the proposed façade change as long as the overhead/roll up doors have transparent panels. The detail submitted on the door was hard to read and the drawing makes it look like a door that is typically found on a detached garage. Any code and permitting requirements will also need to be adhered to. 2024-002A 7909 Lincoln Ave – Staff has no objections to the proposed façade changes as long as the windows along Lincoln Ave utilize clear transparent glass per Zoning Chapter requirements. The windows along the south façade are allowed, as long as they meet all Building and or Fire Code requirements. 2024-004A 4043 Main St – A façade request was previously approved at the October 11, 2023 Appearance Commission meeting. Staff prefers the façade presented and approved by the Appearance Commission at it’s October 11th meeting.
