A quorum being present, Chairman Lynk called the meeting to order.
(II) APPROVAL OF MINUTES
A Motion was made by Commissioner Naumiak to approve the minutes of the
previous meeting. The motion was seconded by Commissioner Klein. All
members voted aye.

2024-029A – 5033 Morse Avenue

Staff comments were read into the record.
Chairman Lynk acknowledged that the Petitioner will need to comply with the
code enforcement items mentioned in the staff comments and will be
addressed during permitting.

Staff displayed proposed colored renderings, building elevations, and floor
plans to the Commission. It is mentioned that this project will be a full tear
down and rebuild.
The Petitioner explains that the new home will consist of white-washed brick
with black trim windows. The two vertical window bays that project from the
front façade and the side elevations the home will be a white stucco material,
to break up the large surface of white brick.
Commissioner Maschek complemented the design of the garage and asked
what color the petitioner is proposing. The petitioner confirmed it will be black
to match the black window trim accents on the façade.
Chairman Lynk asked if there were any more questions or comments from the
Commissioners. There were none, all Commission members approved of the
proposal.

Staff comments were read into the record.
Chairman Lynk asked to confirm if the proposal involves a second story
addition and if the petitioner intends to rebrick the entire home. Chairman
Lynk comments that the front elevation is not favorable to look at and falls flat,
but notices that proposed colored rendering of the home looks slightly better.
Commissioner Maschek agrees and notes that the 3D elevation contains
details that the 2D elevation lacks, more notably framing around windows and
garage, and asks for confirmation on which elevation is the more accurate

proposal. The Petitioner confirms that the 3D elevation is the more accurate
proposal of the project.
Chairman Lynk mentions that there are no horizontal relief lines on the front
façade and looks like a giant wall of brick, and asks if there will be any brick
detailing to break up the façade. The Petitioner mentions that there will be
different course of brick as the elevation moves higher, and the first foot of the
elevation from will be concrete and all the brick will be removed and replaced.
Commissioner Maschek agrees with Chairman Lynk’s comment about the
need to address the need for horizontal breaks within the front facade, more
importantly because the home is about 13 feet from the sidewalk and will just
appear to be a massive brick wall. There is need for more detail to match the
other proposed elevations.
Commissioner DaMario suggests the Petitioner to consider an awning over
the garage doors to break up the brick on the front façade, Chairman Lynk
also suggests soldier course brick along the front façade.
The Commissioners and the petitioners discuss other potential ideas on how
to improve the façade, but ultimately the proposal requires a significant
amount of improvement given the proximity to the sidewalk and the size of the
building.
Commissioner Maschek noted that elevation and renderings will have to
match. He also noted that the 2D elevations discussed earlier suggests that
different brick will be used on the second story addition, he asks to clarify is
all existing brick will be replaced and notes that its preferred that the addition
contains matching brick, if not completely replaced.
Chairman Lynk concludes the discussion and asks if the petitioner is aware of
all of the concerns the Commission has for the project and continues the
case.

Chairman Lynk suggests to the Commissioners that they approve the
proposal if there are no objections, given that all of the code requirements will
be enforced at a later stage and that the addition will have matching brick.
Commissioner DaMario asks the Petitioner to clarify if the brick used for the
addition will match existing conditions or if it will all be replaced. The petitioner
confirms that the brick will all match.
Commissioner Maschek and Chairman Lynk comment that the petitioner will
be required to come back for Appearance Review with plans and drawings
from a licensed architect to fully review and understand the proposal. The
Commissioners agree to continue the case onto next month.

The general contractor for the project mentions that the building façade will
include a white brick with black window frames and accents. They also
mention that they will be using a white brick for the entire façade. He clarifies
that the owner lives at this location and operated the business on the first
floor as well.
Commissioner Naumiak asks if they sign will remain, the general contractor
clarifies that the awning will be removed and a blade sign will be added.
Commissioner Maschek comments that he likes the black trim around the
windows and asks if all the brick will be replaced. The general contractor
responds that all the brick will be replaced as it is currently deteriorating and
the proposal also includes an angled entrance to the storefront.
The Commissioners all agreed that the façade change will improve the overall
look of the building and the blade sign proposed is well designed as well.
The commissioners were happy with the changes proposed and approve this
case

The landlord and the architect present themselves to the Commission for
questions. Chairman Lynk asks if the Guidepost Montessori will be renting,
the landlord confirms yes.
Commissioner Naumiak asks If it is possible for the front entrance to be
wider, like a four panel to achieve the entrance to appear more centered in

the front façade. The Architect explains that it isn’t possible to make a wider
entrance due or move the entrance to the dimension of the entrance hallway
and the surrounding classrooms.
Commissioner DaMario suggests moving the location of the entrance and
instead of the punched windows, to add ribbon windows. Chairman Lynk adds
that it is an unattractive façade, and asks about the building height and
window size.
The Architect presented a second proposed building elevation in response to
staff comments. The elevations showed a more balanced look, with added
accents on the brick and the front entrance appearing more centered.
The Commissioners agree that the second proposed elevation drawing is
better than the first.
Chairman Lynk suggests adding a variation of brick and other materials to the
front façade to break up the large area of brick in the front façade. Chairman
Lynk comments on the lack of the detail above the front entrance in the
second elevation drawing presented. He asks what the petitioner intends to
do with this space and suggests signage or possibly more windows. The
Architect confirms that they propose to add signage to this area on the front
façade.
Commissioner Mascheck suggests to get creative with the design of the
signage as the building will be there for a very long time, he points to murals
across Skokie that have been Commissioned by the Village. Chairman Lynk
comments that there is a need for more detail on the front façade.
The Architect proposes adding a cantilever to the front entrance, but is not
sure if it is allowed. Staff clarifies that Lincoln Avenue is operated by the
Illinois Department of Transportation and that the Village would not be able to
approve of any projections into the public right-of-way and street. The
petitioner would be required to get approval from IDoT to add a cantilever to
the building.
The Commissioners discuss the rear and side elevations and inquire about
the materials being used. The Architect explains that the front elevation will
be brick and the side and rear elevations will be “Hardie” board siding.
Commissioner Maschek asks if the windows on the front elevation can be
taller to align with the top of the front entrance, this would bring more light into
the classrooms, create a more symmetrical and reduce the amount of brick

on the front façade. Adding more windows will also make the building
available for other uses in the future if tenants change.

A motion was made to grant a Certificate of Appropriateness to approve with
the exception of increasing the size of the front windows, adding a variation of
brick shading in the vertical masses, and the area above the front door be
treated with artwork or creative signage in the second front elevation drawing
presented at the meeting. The vote was unanimous.

Owner replies that he agrees and had made the same comment to the architect. Owner
says architect thinks he made a mistake and he was hoping one of the Commissioners
would make that comment so that it could be approved with that condition.
Commissioner Maschek states that the trim over the stone must be larger.

are keeping the whole lower half of the building. He also confirms that they are
maintaining the entry and preserving the stone work around the front window.
Chair Lynk asks for a briefing on the materials. The architect states that they will be
using brick to match the existing, and it will be stained to a uniform color. He also states
that the front panel and the backside of the garage will be a material called resisto. He
also states that there will be an ACM panel in the front (center strip) to add some texture
and tone, and fascia board wrapped in prefinished aluminum.
Commissioner Maschek comments that because the addition is so tall, it would be
beneficial to plant a tree in the front yard. The architect states they want to plant as
many trees as possible.

dormer. The architect replies that there are no photos included. The architect explains
that the current shed dormer was pulled back about two feet. Chair Lynk says there is
no issue with the change they are proposing.

the two signs. Architect Kriska agrees that he has no problem but wants to incorporate
elements of both signs into one sign, including the brick oven onto the existing sign.
Commissioners agree that the brick oven would compliment the existing sign.

passed out.

banged up. The owner says he never considered it but he agrees to painting it.

responds that he will not be painting any brick.

Commissioners a packet from the applicant showing sign style and color. Commissioner
Maschek states that he likes the sketch and yellow and orange colors. The applicant
states that he likes the idea of doing a gradation and possibly also wants to add some
graphics.
The Applicant explains that he will be converting all the garage doors to glass so that it
reads as a retail space as opposed to industrial. Commissioner Maschek asks if they
will be taking down the chain link fences around the property. The applicant states that
he does want to take the chain link down, but he is trying to figure out who owns the
fence. Commissioner Klein says she likes the design of the painted tank.
Commissioner Maschek questions if they are only allowed to have a sign in the front of
the property and not on the water tank. The applicant states that he knows there cannot
be two attached signs, but the sign in the front is not attached. Staff Augustine confirms
that there cannot be two wall signs. The applicant states that the water tank is an
independent structure. Chair Lynk states that he agrees with the petitioner.
Chair Lynk asks Staff member Augustine for confirmation on what is being taken into
consideration for this case. Staff Augustine confirms that issues in question are the tank
with the size of the signage that the applicant is proposing and the garage doors.

Staff comments were read into the record. Staff Augustine explains that this space is an
existing office building with parking underneath and is proposed to be converted to first
floor commercial with residences on the second and third floor.
Commissioner Naumiak questions if there is outside parking at the property. Applicant
Gorgulv confirms that there is outside parking and a parking lot behind the building.
Staff Augustine also confirms that the parking would be in the rear off of Leamington
and the parking area underneath the building would get converted to commercial.
Commissioner Maschek questions the colors of the existing and new façade panels.
Chair Lynk states that the building is not really going to change and they are just adding
a storefront on the bottom. Commissioner Maschek disagrees with staffs request to
change out the existing panels. He thinks the panels are in pretty good shape and it
would not be necessary to change them. Commissioner Maschek also states that he
loves to see office spaces retrofitted in this way. Chair Lynk states that he thinks it looks
fine and is going to be interesting.
Commissioner DaMario questions if the new commercial space will match the existing
look of the building. Chair Lynk also questions if the owner/applicant ever intend to put a
sign up because he does not believe a sign would look good. The owner/applicant says
they do not intend to put up a sign. Chair Lynk questions if they will put up a sign for the
commercial first floor. The owner/applicant states that if the leaser wanted to they could
go through the process themselves. Staff Augustine says that would be no problem
putting a sign of appropriate size in the window.

SUBJECT: APPEARANCE COMMISSION STAFF REPORT
Staff offers the following comments on the cases scheduled for the July 10, 2024, Appearance
Commission meeting:
NEW BUSINESS:
RESIDENTIAL REQUESTS
2024-029A 5033 Morse Ave – The proposed new residence will require a sprinkler system
throughout the entire house. The electric service to the house will need to be located
underground. The driveway exceeds the maximum width along a property line and
will need to be reduced. The curb cut will need to be in the approximate same
location to not violate Section 118-212 of the Zoning Ordinance.
Staff overall approves of the elevations and the proposed materials. The variation in
depth of the front façade gives the façade more character.
2024-030A 7701 Laramie Ave – Due to the size of the proposed addition, a fire sprinkler
throughout the entire home will be required. The electric service to the house will
need to be located underground. The proposed driveway width along the public walk,
exceeds the maximum allowed in the Zoning Ordinance and will need to be reduced.
Overall staff has no objections with the proposed elevations. The applicant will need
to clarify the discrepancy between the rendering and the elevations, specifically above
the garage doors. The applicant will also need to clarify what brick is being used.
2024-031A 4409 Golf Road – The proposed addition will need to meet the 6-foot minimum side
yard requirement. When this project is submitted for review, an architect will need to
draw and stamp the plans.
Overall staff has no objections to the proposed changes. The applicant will need to
clarify what changes were made to the front façade in the past and what brick is
proposed.

2024-032A 8330 Kedvale Ave – The Appearance Commission is reviewing this case because the
applicant built a garage taller than the maximum height allowed. If approved, the
applicant will need to appeal the height with the Zoning Board of Appeals and

2024-033A 4925 Oakton St – Staff has no objections to the proposed façade changes. The
changes will beautify a building that needs upkeep.
2024-034A 8266 Lincoln Ave – Staff has the followings comments:
1. The building looks unbalanced or off center. The location of the front door should
be centered if possible.
2. The front façade is unimaginative. Staff would like to see some type of element or
feature added above the windows to break up the amount of plain brick wall
proposed.
The applicant did receive relief during the Plan Commission hearing on June 6th, from
code section 118-184(c)(6), to provide less than 50% of the wall area that is between
2 and 12 feet above grade to be occupied by windows and/or entry doors.

Warranty:
JACKY'S CONSTRUCTION labor work warranty period, unless otherwise stated, is one (1)
year *om the date of completion. Any warranty claims must be made in writing or by phone,
Products supplied by suppliers & manufacturers to the project are warranted only to the extent
that the suppliers or manufacturers of those products provide a warranty. In the event a defect is
discovered in one of these products during the Seller's warranty period, the Seller will assist the
Buyer in securing repair or replacement of these products under the warranty provided by the
supplier or manufacturer. No warranty or service work will be performed until the final payment
is received. This waranty is non-transferable. Any work performed by the Seller does not extend
the warranty period. If a person or company performs or re-perfofins any work within the scope
of this contract, the warranty is void.
Warantv Exclusions:
This warranty excludes the following: Seller shall not be responsible for trnusual situations
created by uneven floors, soffits, ceiling, or walls, w*rich are not square or level. Ssller is not
responsible for stress-related cracks, paints, nail pops, doors out of adjustment, etc. from the
alteration of any existing walls, floors, an#or ceilings.
Payment Terms:
All checks under this agreement are to be made to JACKYS CONSTRUCTION
-7A% deposit at least five (5) days before starting this work.
*30% of the payment is due once the construction has been completed and inspected.
