Motion: Joe Maschek Second: Julie Numiak Ayes:7 Nays:0 2024-047A – 9407 Ewing Avenue Applicant: Kenneth Hezlett Owner: Mike Benson Request: 1 story addition Discussion & Interested Parties Staff comments were read into the record. The applicant mentioned that they had proposed the roof slope of the addition to match the existing roof slope. He also mentioned that the existing house is brick but they proposed to use vinyl shake in a “Rustic Brown” color. The applicant clarified that this is not the exact color of the existing brick, but the color of the vinyl shake will compliment the existing brick color. Commissioner Maschek noted that the house is on a dead-end street and that the addition to the house makes it look taller due to the original gables being only a foot and a half above the windows, making it appear taller. Commissioner Maschek also mentioned that this proposal appears consistent with a third-floor split level additions with 9- and 10-foot ceilings. The applicant clarified that it is actually an 8-foot ceiling, Commissioner Maschek asked if there is a reason why the header above the window looks taller than the existing conditions. The applicant clarified that it appears taller due to it being a cathedral ceiling that is proposed. Commissioner Naumiak inquired about the first-floor windows and if they will be removed. The applicant responded that the first-floor windows will remain. Commissioner Naumiak then asked why the windows of the addition don’t match the first-floor windows. The applicant clarified that this was a aesthetic choice by the owner. The Commissioners discuss the use of material, vinyl versus cementitious. Chairman Lynk clarified that it is not a code issues, and more of a aesthetic choice. Recommendation & Voting 622358 A motion was made to grant a Certificate of Appropriateness as presented. Motion: Joe Maschek Second: Julie Naumiak Ayes: 6 Nays: 0 621841 DRAFT NOT APPROVED 2024-042A – 7 Salem Circle Applicant & Owner: Yvette Henry Request: 2-story addition Discussion & Interested Parties Staff comments were read into the record. Motion: Julie Naumiak Second: Thomas DaMario Ayes: 6 Nays: 0 2024-043A – 4842 Jerome Street Applicant: Dani Alexa Owner: Stefan Piuian Request: 1-story Addition Discussion & Interested Parties Staff comments were read into the record. Commissioner Maschek asked the petitioner if he will be replacing the existing brick in the front façade of the house. The petitioner mentioned that they will match the existing brick, they will reuse existing brick and find matching brick for the addition along with the band of stone at the bottom. Commissioner Maschek asked about the potential for the required zoning variance for the setback of the porch and the width of the garage. Brian Augustine, Zoning Administrator, confirmed that all of that will be reviewed once plans are submitted for permits. Commissioner Maschek explained that the reason he inquired about the zoning variance is because the dimensions of the porch are not what is typically seen and if the petitioner wishes to increase the dimensions of the porch, it is possible with a variance. Mr. Maschek mentioned a deeper porch would potentially look better. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented, provided compliance with the front canopy and garage width is maintained. The vote was unanimous with one absence. 621841 DRAFT NOT APPROVED Motion: Thomas DaMario Second: Julie Naumiak Ayes: 6 Nays: 0 2024-044A – 8734 Kimball Avenue Applicant: Jeffrey Hadary Owner: 8734 Kimball LLC. The petitioner clarified that they updated the renderings of the elevations and it will all be composed of brick. Commissioner Naumiak asked if there are any other entryways or vestibules other than the front doors. The petitioner clarified that there will be no vestibule and only entrances into each unit with some entrances on the side elevations. Chairman Lynk noted some differences in the plans and the updated renderings, specifically with the stone shown on the elevations. The Petitioner clarified that they will be using red brick for the entire façade. Commissioner Maschek commented on the details of the façade and mentioned that he enjoys some of the elements and materials on the façade, but acknowledged that every house in the neighborhood is comprised of brick as well. The petitioner noted that two windows on the front façade will be removed because they lead into a closet on the second floor. The Commissioners didn’t agree with removing the windows and said that they add some character and let in much needed light. The petitioner mentioned that he will leave the windows in. Chairman Lynk asked the petitioner if the orientation of the windows will match what is shown on the elevations. They offer a more modern look to the front façade. The petitioner showed the Commissioners the North elevation renderings and mentioned that the rear window on the second floor will be removed to create more space in the second-floor bedroom for a bed and allow more options for various room layouts. Commissioner Naumiak asked if there were service doors and access to the basement on the south elevation. The petitioner confirmed that this is correct. Recommendation & Voting 621841 DRAFT NOT APPROVED A motion was made to grant a Certificate of Appropriateness as presented with the windows on the front elevation to be as shown and to remove two windows in the north elevation of the master bedroom on the second floor. Staff has no objections to the proposed elevations. The style and materials on the addition will match the existing residence. The removal of second floor windows on the existing home along the rear wall do not affect the look of the front or side elevations. 2024-047A 9407 Ewing Ave – The applicant is proposing to construct a second-floor addition above the front portion of the existing split-level residence. Staff is not supportive of the proposed elevations. The addition makes the front elevation appear top-heavy, because the second floor appears bulkier and taller than the first floor. Staff would like to see the addition have a higher pitched roof so the second floor does not appear as heavy. The applicant will need to clarify that the color of the proposed shake siding will match the existing brick. Staff recommends a cementitious material on the addition with a color that matches the existing brick.
