The motion was seconded by Commissioner Pathak. All members voted aye. 3) Old Business 4) New Business 2024-057A – 9303 Lincolnwood Drive (Residential) Applicant & Owner: Christopher Glomp & Chantell Johnson Request: 2-story addition Discussion & Interested Parties Staff comments were read into the record. Brian Augustine, the presiding officer, corrected the staff comments provided regarding the window matching for the East elevation, which was intended to say West elevation. 624208 DRAFT – NOT APPROVED Chairman Lynk confirmed with the petitioner that the addition will match existing materials and that it will look congruous as if it were there originally. The project Architect confirmed this to be true. Chairman Lynk asked if the brick color will be the same. The Architect stated that their intention is to re-use the brick from the existing garage that will be removed. Commissioner DaMario inquired about the West elevation window from the staff comments. The Architect explained that the window is further back and not visible from the street, so the petitioners found it unnecessary to include the additional window on the West elevation. Commissioner Maschek shared his appreciation and support for the proposal but stated he had one suggestion for the South elevation. He suggested adding a one-foot projection on the eave over the office to create a break in the long elevation. The Architect acknowledged the suggestion. Commissioner Klein asked if the petitioner will be adding new landscaping. The Architect explained that the rendering does not show the existing landscaping but the property images shows a buffer of landscaping in their rear yard to provide more privacy and additional landscaping will be added as the garage door is being repositioned. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented. The vote was unanimous with one absence. Motion: Julie Naumiak Second: Jay Pathak Ayes:7 Nays:0 2024-058A – 4750 Keeney Street (Mixed-Use) Applicant & Owner: 8101 Skokie Blvd LLC Request: New Mixed-Use Building Discussion & Interested Parties Staff comments were read into the record. The project Architect addressed the staff comments by altering the North elevation by adding three vertical recesses that are painted black to add to the design elements of the North elevation. Commissioner DaMario asked how they will be achieving that look. The Architect clarified that that they will be removing brick and adding black metal panels to achieve the proposed look. 624208 DRAFT – NOT APPROVED Commissioner Naumiak asked if the window trim was black. The Architect confirmed this to be true. Commissioner Joe Maschek commented that the North elevation will be up against the Ignite building and the two blank elevations will be up against the property line and will eventually be covered. He also mentioned that the windows in the North elevation are set back by 5 feet so it is not just a flat elevation, and agrees that the black vertical panels will add to the façade. Commissioner Maschek commented that entrance on the North-West corner has elements of color on it, and would like to see more color added on the façade with frontage on Skokie Boulevard and on the roof. Commissioner Maschek commented on the importance of improving that corner as the surrounding area gets redeveloped. Commissioner Klein commented that different paving by the entrance of the residential and commercial space may help the space stand out. Commissioner Maschek commented that paving would make space for public art and transform the corridor into something more attractive. Commissioner DaMario asked what the projections on the roof are. The Architect explained that there is a roof deck and they are projected canopies with fabric material. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented with the inclusion of adding elements of color at the roof, adding a paver or paved area in the parkway, and adding vertical bands on the North elevation. The vote was unanimous. The petitioner reminded the Commissioners of the previous Appearance Commission meeting where they had commented that they would like to see a mix of Hardie Board material and brick on the building façade rather than the predominantly brick elevation that was previously proposed. The petitioner clarified that they will now be using brick for the first floor and a six (6) inch Hardie Board cementitious siding for the 2nd floor 623690 DRAFT – NOT APPROVED Chairman Lynk asked to clarify that although the renderings and elevations being presented before the Commission do not show first-floor brick and second floor Hardie board being proposed, that this will be the case for their proposal. The petitioner confirms that this is accurate. Chairman Lynk asked the petitioner if the proposed brick on the addition will match the existing brick. The petitioner confirmed that they will match the existing brick. Commissioner DaMario requested to see a sample of the Hardie Board material being used for the proposal. Chairman Lynk asked the petitioner to clarify what color will be used for the Hardie Board Material since the rendering appears to be a yellow color. The petitioner clarified that they will be using more of a white color. Commissioner Maschek asked to clarify if the Hardie board material will have a wood finish as stated in the submittals. The petitioner confirms this to be accurate. Commissioner Maschek commented that this proposal is an improvement from their previous submittal and is glad to see that the petitioner took into consideration staff comments. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness with the provision that the first floor be entirely brick material and second floor be composed of fiber cement lap siding in the Sherwin-Williams “Snow White” color. The petitioner explained that they proposed to include a significant amount of masonry on the east elevation behind the existing chimney to conform with the 51% masonry requirement. Commissioner Maschek commented that he agrees with the proposal and thinks it is a good solution to meet the masonry requirement. Commissioner Naumiak commented that she is not in favor of the solar panels on the south elevation. The presiding officer, Mr. Brian Augustine, commented that the petitioner could have submitted materials not showing the solar panels and then applied for a permit and they would still be allowable, clarifying that the solar panels are not in the purview of the Appearance Commission. Commissioner Maschek asked if the brick will match the current existing brick color. The petitioner confirmed that the addition will match the existing color. Chairman Lynk asked if the proposed masonry on the east elevation was a response to the 51 % masonry requirement and comments that he would rather see the previous proposal with less brick shown on the east elevation. The Commissioners discussed the location of the brick on the east elevation and many Commissioners questioned why masonry is not proposed along the first floor instead. The petitioner explained that it ultimately was a stylistic choice and it brought in to question the layout of the rear elevation. 623690 DRAFT – NOT APPROVED Commissioner DaMario asked if the proposed added masonry is on the same plane as the existing. The petitioner clarified that the masonry is proud about 3 inches from the façade. The petitioner added that their neighborhood is supportive of their proposal. Chairman Lynk asked for clarification on what the business does. Chris Canning, the applicant’s attorney and representative clarified that Pickledilly is an indoor pickleball facility. Mr. Canning further mentions that they have been to the Plan Commission for a Special Use Permit and have gone to the Village Board of Trustees for approval. Mr. Canning also mentions that they will be required be heard before the Zoning Board of Appeals due to the size of the signage exceeding what is allowable by the Village of Skokie Sign Code. The existing garage will be demolished. Due to the size of the addition, it appears a fire sprinkler will be required throughout the entire home. This will be determined when final plans are submitted in for permit review. Staff has no objections to the proposed elevations. The south elevation looks nice with its abundance of windows. Staff would like to see the new window on the east elevation match the existing window on the east elevation. Normally staff would request windows get added on a blank wall (north elevation – addition), but in this case staff will defer to the Appearance Commission if they feel it is necessary. MIXED USE REQUESTS 2024-058A 4750 Keeney St – The applicant is proposing to construct new 5-story mixed use building. The building will contain 20 residential units, first floor commercial space and have enclosed parking. This request was heard at the November 21, 2024 Plan Commission and will be scheduled for a Village Board presentation in 2025. Staff has no objections overall to the proposed elevations. The lighter brick and black accents on the building work well together. The glass balcony guard rails are a nice touch and are preferred over standard metal railings. The north elevation is the only area where staff would like to see some feature or banding added to break up the solid brick wall on the right (east side) of the elevation. The wall that the windows are on is setback and helps break the plane up, but something minimal can be added to help break up the solid wall to the right of the windows.
